Efforts to date have not advanced Indigenous participation, capacity building and knowledge in Arctic environmental science in Canada because Arctic environmental science has yet to acknowledge, or truly practice decolonizing research. The expanding literature on decolonizing and Indigenous research provides guidance towards these alternative research approaches, but less has been written about how you do this in practice and the potential role for non-Indigenous research partners in supporting Inuit self-determination in research. This paper describes the decolonizing methodology of a non-Indigenous researcher partner and presents a co-developed approach, called the Sikumiut model, for Inuit and non-Indigenous researchers interested in supporting Inuit self-determination. In this model the roles of Inuit and non-Indigenous research partners were redefined, with Inuit governing the research and non-Indigenous research partners training and mentoring Inuit youth to conduct the research themselves. The Sikumiut model shows how having Inuit in decision-making positions ensured Inuit data ownership, accessibility, and control over how their Inuit Qaujimajatuqangit is documented, communicated, and respected for its own scientific merit. It examines the benefits and potential to build on the existing research capacity of Inuit youth and describes the guidance and lessons learned from a non-Indigenous researcher in supporting Inuit self-determination in research. This case study attempts to quantify the amount and timing of the import, export and through-flow of old ice in the Peary Channel-Sverdrup Channel area of the northern Canadian Arctic Archipelago during the period 1998-2005. The study combines quantitative weekly area-averaged ice coverage evaluations from the Canadian Ice Service (CIS) Digital Archive with detailed analysis of RADARSAT imagery and ice-motion results from the CIS ice-motion algorithm. The results show that in 1998 more than 70% of the old ice in Peary-Sverdrup was lost, half by melt and export to the south and the other half by export north into the Arctic Ocean, and that no Arctic Ocean old ice was imported into Peary-Sverdrup. A net import of 10% old ice was seen in 1999, with some indication of through-flow into southern channels. In 2000, no net import of old ice occurred in Peary-Sverdrup, but there was significant through-flow, with evidence of old ice reaching the Northwest Passage by November. Full recovery of the old-ice regime was complete by the end of 2001. More than two-thirds of the recovery was due to the in situ formation of second-year ice. Conditions in the following 3 years were near normal.
Truly transdisciplinary approaches are needed to tackle the complex problems that the Arctic is facing at the moment. Collaboration between Indigenous rights holders and researchers through co-creative research approaches can result in high-quality research outcomes, but crucially also address colonial legacies and power imbalances, enhance mutual trust, and respect the rights of Indigenous Peoples. However, to be successful, collaborative research projects have specific requirements regarding research designs, timeframes, and dissemination of results, which often do not fit into the frameworks of academic calendars and funding guidelines. Funding agencies in particular play an important role in enabling (or disabling) meaningful collaboration between Indigenous rights holders and researchers. There is an urgent need to re-think existing funding-structures. This article will propose a new paradigm for the financing of Arctic research, which centres around the inclusion of Indigenous partners, researchers, and institutions from the initial planning stages of funding programmes to the final stages of research projects. These findings and recommendations have been contextualized based on critical reflections of the co-authors, a group of Indigenous and non-Indigenous partners, who have practiced their own collaborative work process, the challenges encountered, and lessons learned.
