7.11 The street youths referred to in this case study did not generally live and sleep outside as some of the youths in the South African case studies did, but rather lived with their families and possibly in some cases in child welfare institutions. 2 The term "immigrant background" is used by Statistics Norway to describe immigrants and individuals born in Norway to two immigrant parents. 3 Upper-secondary school is the lowest level of non-compulsory education in Norway; it is attended by nearly all young people in the relevant age group. Rates of non-completion and how they compare with the corresponding rates of other European countries have become a main concern in Norwegian youth policy (Vogt: 2017; see also Chapter 2).
