Nowadays in the globalization era countries are forced to pay considerable attention to the integration aspects of development, regionalization processes ensuring their own competitiveness in order to enhance the competitive position in the market, which increases the scientific interest in the study of these issues. The purpose of the article is to consider competitiveness as the basis of EU regional policy and to determine the possibilities of applying such experience in Ukraine. A number of scientific research methods have been used: the method of deduction and induction, analysis, synthesis and comparison, a graphic method. Globalization contributes to the creation of new conditions of the world economic development, which forces economic actors to reconsider their role in the economy. Competitiveness provides them with a reliable competitive positions today and in the future. The high competitiveness of the region testifies to the effective organization and optimization of economic processes. EU regional policy takes into account that the competitiveness of the region is formed in the conditions of competitive relations at the national and international levels. The EU regional policy experience can be implemented in the Ukrainian regional policy. The competitiveness of the region allows to respond in time to market changes. EU regional policy takes this into account, so the category of regional competitiveness is paid much attention on as confirmed by the RCI calculation. The possibilities of increasing the competitiveness and sustainability of regions through the development of smart specialization and implementation of smart projects are outlined. The advantages of implementing European experience in the development of competitiveness of regions on the basis of smart specialization in Ukraine are proved.
In the context of decentralization processes in Ukraine, the development of perspective segments of the service sector that can be oriented at an external domestic or foreign consumer, should be in the focus of attention of local authorities and self-government bodies. For this reason, the purpose of the paper is to explore the theoretical foundations and practical realities of developing regional service markets in Ukraine, to study the influence of national and global factors on the tertiary sector development. Methodology. The study is conducted with the application of general scientific and specific methods of economic research. In particular, the methods of analysis and synthesis were used in assessing the structure of the services market according to statistical observations. The classification method is applied in the author's vision of division of services. The use of induction and extrapolation methods made it possible to distinguish the general features of services, based on certain occasions and market indicators and to extend them to a general structure. Results show the current state and development specifics of the services market of Ukraine in the regional dimension and the prospects of export specialization of its regions and trade in services in the context of Ukraine’s participation in the WTO and association with the EU. Particular attention is paid to the study of the development of services market at the regional level, since the functioning of the services market has a clearly identified regional orientation, which causes significant differences in the development of entrepreneurship in the service sector at both the regions of the global economy, country and the local administrative and territorial entities. Some types of services are "tied" to the territory (for example, tourist locations), others have to be close to potential consumers (utility, personal, household services). The financial services sector is excluded from the subject of the study, which is explained by higher globalization of this type of services and much lower relation to regional development. Practical implications. The study of services sector development will be useful for local and national authorities while taking measures on local development programs. Value/originality. The study takes into account both local and global factors influencing the services market development, which is especially valuable in the context of Ukraine’s aspirations of integration to the European Union.

The impact of tourism on the formation of state revenues, infrastructure, employment and cultural heritage is considered in the context of the evolution of international tourism. International tourism is recognized as a way of dealing with the main problem of global economy, which is the gap in levels of economic development between developed and developing countries, which is expressed in Manila Declaration on Global Tourism. It is defined in the paper that the global tourism is developing under the influence of social and demographic, economic, political and technological factors. Previously, the growth of tourism was caused by the idea of travelling for finding the new lands and resources. It is underlined that current political and military conflicts, unstable social and epidemiological state in some countries undermine the development of tourism and cause its low efficiency even in the number of arrivals is growing. The dynamics of tourism development in the world is analyzed using indicators of the number of tourist arrivals and revenues from tourism in the context of tourist regions, suggested by the World Tourism Organization. It is underlined that the amount of income from inbound tourism depends directly on the tourist flow, since the money from tourism takes into account transport costs, accommodation, food, excursion fees and the cost of purchasing local goods. Therefore, the development of international tourism causes development of related sectors, infrastructure development, growth in employment, as well as to enhancement of cultural communications among nations and reaching international understanding. It is defined that the number of tourist arrivals is growing in all regions at least during the investigated period of 2009-2018 years. Asian region is characterized with the highest dynamics of arrivals, while European region still remains the leading part of the world in this sector, having 50% of all global arrivals and almost 40% of revenues. It is also found that African tourist region is having great potential for development, but due to bad infrastructure and low level of security, it remains unrealized.
