This paper seeks to reconsider the contemporary relevance of the resource frontier, drawing on examples of nature's commodification and enclosure under way in the peripheral Southeast Asian country of Laos. Frontiers are conceived as relational zones of economy, nature and society; spaces of capitalist transition, where new forms of social property relations and systems of legality are rapidly established in response to market imperatives. Customary property rights on the resource frontier can be seized by powerful actors in crucial political moments, preparing the territorial stage for more intensive phases of resource commodity production and accumulation. Relational frontier space is understood through the work of geographers such as Doreen Massey, who views the production of space as ‘constituted though the practices of engagement and the power‐geometries of relations’. In Laos, a twenty‐first century resource frontier is being driven by new corporate investments in natural resources, and a supporting array of land reform programmes. The paper focuses on both the material and representational aspects of the production of the resource frontier, through policy and discourse analysis, and village level research in Laos’ Khammouane province. By rethinking a dualist and hierarchical‐scaled imaginary of frontier places, both rural people and local ecologies are shown to be key actors, in a complex, relational reproduction of frontier zones. An emerging Lao spatial and political assemblage – a form of ‘frontier‐neoliberalism’– is shown as producing dramatic changes in socio‐natural landscapes, as well as new patterns of marginalisation and livelihood insecurity for a vulnerable rural population.
The emergence of social and environmental movements against plantation forestry in Southeast Asia positions rural development against local displacement and environmental degradation. Multi-scaled NGO networks have been active in promoting the notion that rural people in Southeast Asia uniformly oppose plantation development. There are potential pitfalls in this heightened attention to resistance however, as it has often lapsed into essentialist notions of timeless indigenous agricultural practices, and unproblematic local allegiances to common property and conservation. An exclusive emphasis on resistance also offers little understanding of widespread smallholder participation in plantation production across the region. A useful method of approaching the complexity of local responses to plantation development is through the history of legal and informal resource tenure, within an analysis of rural political-economic restructuring. Drawing on research in Thailand and Sarawak, I suggest that a more nuanced appreciation of both the structural constraints and deployments of agency which characterise the enrolment of rural people into plantation commodity networks, opens up new spaces for analysis and political action, which supports a geographically embedded view of relations of power, rural livelihoods and environmental politics.
We are currently seeing a global escalation in social and environmental disruption, yet concepts like the Anthropocene do not fully capture the intensity and generative scope of this crisis. ‘Rupture’ is being used as a term for specific and intense episodes of change, such as wildfires or toxic pollution releases. This is a useful addition to our lexicon for nature-society change but needs to be more robustly theorized. Defining rupture as an intense and adverse episode of nature-society disruption that ripples across scales, we elaborate four dimensions that account for rupture's sources and uncertain effects. The first two dimensions consider how rupture emerges in space and time from: (i) synergistic spatial, material, and socio-natural changes across scales; and (ii) the accumulation of slow violence that builds towards and is exposed by punctuated shifts and crisis moments. The second two dimensions consider the outcomes of rupture, namely: (iii) heightened uncertainty, insecurity, and socio-material deprivation, which are experienced in unequal and deeply affective ways; and (iv) the scope to catalyze diverse forms of agency that play out in uncertain ways. To illustrate our discussion, we draw from our long history of research on hydropower landscapes in the Mekong region.
