Identification technologies like biometrics have long been associated with securitisation, coercion and surveillance but have also, in recent years, become constitutive of a politics of empowerment, particularly in contexts of international aid. Aid organisations tend to see digital identification technologies as tools of recognition and inclusion rather than oppressive forms of monitoring, tracking and top-down control. In addition, practices that many critical scholars describe as aiding surveillance are often experienced differently by humanitarian subjects. This commentary examines the fraught questions this raises for scholars of international aid, surveillance studies and critical data studies. We put forward a research agenda that tackles head-on how critical theories of data and society can better account for the ambivalent dynamics of ‘power over’ and ‘power to’ that digital aid interventions instantiate.
This article excavates the imperial origins behind the recent turn towards digital biometrics in Kenya. It also tells the story of an important moment of race-making in the years after the Second World War. Though Kenya may be considered a frontier market for today's biometrics industry, fingerprinting was first introduced in the early twentieth century. By 1920, the Kenyan colonial government had dictated that African men who left their reserves be fingerprinted and issued an identity card (known colloquially as a kipande). In the late 1940s, after decades of African protest, the colonial government replaced the kipande with a universal system of registration via fingerprinting. This legislative move was accompanied by protests from members of the white settler community. Ironically, the effort to deracialize Kenya's identification regime only further normalized the use of biometrics, but also failed to fully undermine associations between white male exceptionalism and exemption from fingerprinting.
In 2010, the Kenyan government annulled national census results due to concerns that Somalis in the country had been over-counted. This article traces the genesis of this recent demographic dispute, which held important implications for the distribution of political power. It shows that African leaders inherited long-standing practices laid down by the colonial state, which was unable to obtain a reliable count of the number of people in Kenya or render its Somali subjects into a countable, traceable population. In regions where expansive Somali networks had long predated British rule, colonial authorities only loosely enforced the concept of a permanent population. By yielding to this reality, colonial officials developed governance techniques that should not be mistakenly portrayed as state 'failures'. These policies call into question the applicability of James C. Scott's concept of 'legibility' to Kenya. They also suggest that recent demographic controversies cannot be reductively blamed on 'illegal' immigration.
