Systemic contradictions in the mismatch of demand for education on the part of the state, society and employers are revealed. The structure of digital education, including information resources, telecommunications, management systems, is revealed. The levels of users’ access of mass open online courses taking into account the content delivery’s technology are analyzed.
The data of the questionnaire survey of students and teachers about the motives of the forms of education’s choice, mastering electronic courses’ difficulties, evaluation of the forms of knowledge’s effectiveness control are presented. The typology of online courses’ users is defined. Promising directions of digital education’s formation and development in engineering universities are outlined.
Topical problems of domestic and foreign science studies associated with the contradictions in evaluating the contribution of domestic scientists to the world science are considered. The erroneousness of the approaches caused by the priority evaluation of the scientific activity effectiveness of Russian scientists based on using international scientometric ratings and databases is shown. The main tools of traditional scientometrics are presented, methodological approaches to determining the researchers’ ratings based on scientometric indicators are shown. Various options for modifying the calculations of the Hirsch index values for different numbers of publications are described.
It is shown that, on the basis of the considered indices, it becomes possible to evaluate a scientist’s publication activity by three ratings, namely: rating of significant works; rating of work intensity; a complex rating, including both ones. When establishing a rating, it is advisable to give preference to the index of basic publications.

An analytical study of the editorial and publishing policies of journals has made it possible to substantiate a group of qualitative criteria that determine the formal and content requirements for scientific manuscripts in the process of making decisions about their publication. Considering the standards that regulate publishing processes and bibliographic business allows identifying the main elements of the publishing design of articles and the editor-in-chief, editorial board and editorial team’s requirements for manuscripts. On the ground of the identified typical stages in selecting manuscripts for publication, an expert decision support system has been developed and implemented for a formalized assessment of the scientific article quality based on standardized peer review results. The proposed expert system makes it possible to reduce the reviewers’ subjectivity level due to the review process standardization and to select the best articles for publication in the journal on the example of the online electronic edition “Ergodesign”.
