Criminal networks erode the legitimacy of democratic politics, affecting regions as diverse as Latin America
Renewed interest from Organization of American States (OAS) member states, academia, and civil society organizations in ways to make the implementation of the Inter-American Democratic Charter (IADC) more effective marked its tenth anniversary year. Drawing on discussion in the sessions of the OAS Permanent Council and various parallel events, this article describes and reviews this auspicious dynamic, focusing on the close link between democracy and integral development reflected in descriptions of social elements in several of the charter's articles. The persistence of high rates of poverty, inequality, and indigence are among the most urgent and significant challenges to be addressed if the region's democracies are to become consolidated, according to a growing consensus reflected in these discussions. A social charter has been proposed as a possible tool to complement the IADC in the area of social inclusion. This discussion has gone hand in hand with an effort to build consensus about the importance of integral democracy as an opportunity for the Inter-American System. El décimo aniversario de la Carta Democrática Interamericana (CDI) quedó sellado por un renovado interés por parte de los estados miembros de la OEA, la academia y las organizaciones de la sociedad civil por un conjunto de alternativas para mejorar su operatividad. A partir del debate que se produjo al interior de las sesiones del Consejo Permanente de la OEA y en los distintos eventos paralelos que tuvieron lugar, este artículo describe y revisa esta dinámica favorable poniendo el foco de atención en el vínculo estrecho que plantea la CDI entre democracia y el desarrollo integral de acuerdo a los aspectos sociales esbozados en varios de sus artículos. La persistencia de elevados niveles de pobreza, desigualdad e indigencia se presentan como uno de los más importantes desafíos impostergables por resolver para la consolidación de las democracias de la región según el creciente consenso que se perfila en estos debates. La propuesta de una Carta Social aparecería como una posible herramienta complementaria a la CDI en materia de inclusión social. La discusión ha ido de la mano con el esfuerzo por construir un concenso sobre la importancia de la democracia integral como una oportunidad para el sistema interamericano.
