The public sector of many African countries is notoriously corrupt; cultural inclinations and socialization processes largely have a tendency to lead public officials into actions that may amount to corrupt practices. Providing seven (7) key pointers for reflection, this study explores public sector corruption in African countries by examining the interplay between culturally acceptable norms and professional expectations of public officials. The public official, by these two unparalleled expectations, tends to walk on a tight rope which often results in ethical dilemma and conflict of interest. The study adopts Riggs' prismatic-sala model and uses the case of Ghana and traditional proverbs to explain the cultural context within which Ghanaian public official ought to operate. How can one combine these cultural expectations with professionalism? To what extent does the 'collectivity culture', 'culture of gift giving and acceptance', 'extended family system', 'ethnic loyalty' and 'unfettered respect of the aged' downplay professional bureaucratic and ethical principles?
Ghana entered into the Fourth Republic in 1993 after experiencing political instability over two decades. A defining feature that has characterized the Fourth Republic of Ghana and marred Ghana’s democratic credentials is the emergence of political vigilantism. Political vigilantism has basically been perpetuated by the two leading political parties in Ghana: the New Patriotic Party and National Democratic Congress. The major political actors in the political system of Ghana continue to express the debilitating effects of political vigilantism on Ghana’s democratic advancement, nevertheless, it continues to persist in monumental proportion in our political dispensation. Using a qualitative research approach, the paper examines the factors responsible for the pervasiveness of political vigilantism under the Fourth Republic of Ghana and proffer some plausible solutions to address this political canker.
Corruption exists in all political jurisdictions globally, but it is believed to be more pronounced in transitional democracies especially African countries. Due to the extent of corruption in African countries, scholars and practitioners in the fields of public policy and development studies suggest that corruption has significantly undermined, and continues to undermine development on the continent. Using Africa as a case study and selected theoretical models, this paper views corruption as a transaction process and provides a model to explain how the transaction occurs between the actors involved. It also explores how corruption diminishes efforts towards the development of Africa, and proposes a comprehensive framework that can be adopted to curb the canker of corruption in Africa. The ISSN 2161-7104 2014 www.macrothink.org/jpag 187 study adopted the content analysis technique within qualitative study. It thus, draws extensively on existing literature available in peer reviewed articles, conference and government reports, books and magazines. Among the key findings of the study are that; corruption is a two-way affair, which manifests in some sort of demand and supply. It was also found out that the prevalence of weak bureaucratic institutions and systems (context) and the manner of how transactions are conducted (process) all contribute to promotion of corruption in developing African countries. In order to address the problem of corruption, the study recommends the adoption of a holistic approach, which involves a strong political will to enforce law and order, strengthening state institutions to detect, expose and prosecute culprits irrespective of their status and political affiliation. The paper also suggests that bureaucratic and political elites should take the lead in fighting corruption by conducting themselves in a manner that will inspire trust and confidence in the entire political system.
