This paper presents a set of computational tools, using hybrid systems with numerical routines and techniques of intelligent systems, to assist the operators of the CESP in the reestablishment of the transmission system. These computational programs harmoniously execute a series of procedures that will lead to the confection of a restoration plan. The final product of this research could be used in the centers of operation of the system (COS), assisting the operator during emergency situations, and as tool of learning of under-graduation and graduation students.Nowadays, the advent of Artificial Intelligence (AI) applied to Power System problem solving has been one of the most important sources of new developments. Expert Systems, one of the parts of AI, is the most developed area, having applications in fields such as contingency analysis, load shedding, system restoration, alann processing, and so on. This paper proposes a computer program package for power system restoration taking in account the preparation of substations. This package uses a knowledge-based approach where the main knowledge base is divided in some partial knowledge named class of the problem. Each class of the problem contains information about the system, theoretical and practical production rules and rules of thumb about a specific problem solving. The main concern of this package is to provide for both fast and safe system restoration. TRADITIONAL CONTROL CENTER STRUCTUREUsually, the traditional Control Centers have been structured based on numerical algorithms. They receive signals provided by remote sensors and telemetq systems such as voltage, current, frequency, real and reactive power, status of circuit bre&ers/switches, and so on. These values come in a SCADA System (Supervisory Control and Data Acquisition) to receive the low-level validation.Then, primary numerical routines, such as Network Configuration (NC), State Estimation (SE), and Automatic Generation Control (ACG), access these values to define new values to other routines or to decide directly some control action into the system. The second numerical routines, such 0-7803-5731-0/9R%10.00 01999 IEEE VI -557 as Observability Analyzer (OA), Alarm Processing (AP), and Economic Dispatching Plan (EDP), helps the operator handle the system. The protection monitoring system is composed of a protection data acquisition system, control panels and substation protection equipment. When an alarm-driving event occurs, auxiliary relays provide a local record while other relays send this information to the telemetry system.The exact sequence of events is very important to provide information for operation control, maintenance or studies about relay adjustments and coordination.
