The purpose of this research is to know the City Development Policy Recommendations Worth Children in the town of Kendari. The location of the research is on Duty and authorized Agencies in the task force as well as Decent City Development Forum of the child, the child's caregivers and the business world in the city of Kendari. This type of research is a Qualitative Description. Informants in this study a total of 11 people which is the representation of the regional development planning board, a body of women empowerment and child protection, Education, health services, Social Service, Department of labor, Police Resort Kendari, the children's Forum, the task force of the sub district, and recipient of the City Program Worth Child Kendari. The technique of data collection in this research is the observation, interview and study documents. The analysis of the data used in this research in the form of data collection, reduction of: 1) maximize the synchronization with equating views on the urgency of the fulfillment of children's rights for work unit area devices; 2) implement the coordination between the task force as well as Decent Town monitoring at regular intervals and follow-up; 3) Effective use of guesthouses by the Government so that local government Kendari can provide guidance and rehabilitation for street children; 4) Socialization and strengthening child protection task force levels of the tenets of citizenship as a whole in preventing acts of violence, as well as roles and functions, can be recognized by the public. PENDAHULUANProyeksi Penduduk tahun 2010-2035, Indonesia sedang mengalami bonus demografi, dimana rasio ketergantungan penduduk sebesar 48,6. Puncak bonus demografi akan terjadi pada tahun 2028-2031 dan angka ketergantungan penduduk akan mencapai titik terendah, yaitu 46,9; yang artinya setiap 100 orang usia produktif (15-64 tahun) menanggung beban 47 orang usia tidak produktif. Setelah tahun 2030 diproyeksikan penduduk lansia akan terus bertambah, dan diikuti dengan menurunnya persentase penduduk usia kerja. (BPS. Proyeksi Penduduk Indonesia tahun 2010-2035). Pertumbuhan penduduk Indonesia diperkirakan mencapai 252,2 juta jiwa, dan sekitar 82,85 juta jiwa (32,9 persen) diantaranya adalah anak-anak usia 0-17 tahun. Dapat dikatakan bahwa berinvestasi untuk anak adalah berinvestasi untuk sepertiga penduduk Indonesia. Gambaran kondisi anak saat ini menjadi dasar yang penting bagi pengambilan kebijakan yang tepat bagi anak.Bonus demografi ini merupakan potensi sumberdaya manusia Indonesia sebagai generasi penerus bangsa dan akan menjadi ancaman bagi negara apabila sumberdaya ini tidak dikelolah dengan baik dan benar oleh pemerintah dan seluruh stakholdres di negara ini. The crystallographic properties and ferroelectric state of BZT multilayer films which deposited on Si (100) substrate was studied in this work. XRD pattern peaks show that BaZr 0.1 T 0.9 O 3 and BaZr 0.08 Ti 0.92 O 3 are found wellcrystallized at 800 o C for 3 hours corresponding to vary annealed temperature. The BZT multilayerfilms are identified as tetragonal-perovskite structure. This is supported by the existence of a measured hysteresis loops which the instrument and the system is on own works.Fundamentally of theoretical in physics field, the Sawyer-Tower Circuit has been concluded to ferroelectric phenomenon analysis on sample of material with experimental result as P-E hysteresis curve.The Sawyer-Tower Circuit method was used to measure the electrical polarization with triangle wave signal at fixed frequencies 50 Hz( = 0), and maximum electrical field (E max) were injected continuously at the 40 Volt/cm. The system plotted the electrical field with respect to polarization (P-E curves), include its value. This data was used as a parameter for determining electric property of material. These results have shown the maximum value of electric field which could be used as measurement parameter. The highest maximum polarization, 34.12 µC/cm 2 , have been determined and obtained on BaZr 0.1 T 0.9 O 3 at 800 o C for 3 hours annealing process and its maximum electric field is noted to be about 38.3 Volt/cm on all samples.In the normal manner,theresultcan provide an explanation of polarization and electrical behavior of ferroelectric sample for further research.
Instrumentation system for testing of conductive concrete material using four-electrode method has been built. The system can measure material resistivity under the influence of voltage-injection variable, temperature changing in the characterization reactor, as well as the duration of the material characterization. The system uses an ACS-172 electrical current sensor, a DS-1820 temperature sensor to measure the temperature of the material, a SHT-11 sensor to measure the temperature and humidity of the material characterization reactor, and a DS-1307 RTC (RealTime Clock) system for timing system and reference for controlling the duration of the material testing. The standard method of instrument for measure has been developed based on four electrode method. The system of instrumentation can be measured to numerical value of electrical conductivity and resistivity on material. This instrumentation system which has a heating reactor for the material sample, uses AVR-ATmega-128 as the controller element, and also has an computer interface to connect with LabVIEW-National Instrument. This system can be operated in dual-mode, that is automatic and manual mode. The automatic mode can be generated standard configuration based on computer connection (this part can be displayed a numerical data and real-time graph, and also has to recording/saving a numerical data), whereas manual mode only displayed of data without computer connection. The system of instrument has been developed to measure of electrical resistivity/conductivity, temperature and humidity in reactor, electrical current injected, voltage injection and voltage load on sample, and also setting of real-time date/time for automatic control process of characterization with variation of voltage injection, temperature/humidity, and time for material characterization process.
