Adding supplements to hen feed can increase egg nutritional value. Astaxanthin, tocotrienols, and tocopherols are potent antioxidants that provide health benefits to humans. We hypothesized that the addition of these nutrients to hen feed would result in an increased nutrient content in egg yolk with minimum changes in functional properties. Laying hens (Hy-Line W-36 breed) were fed four diets with different supplementation levels of palm toco concentrate and algae biomass containing astaxanthin for 8 weeks. Egg yolks were analyzed for physical, chemical, and functional properties. The feed with the highest nutrient concentration was also studied for stability of these antioxidants using the Arrhenius approach. No significant differences were observed in functional properties except for emulsification capacity and sensory characteristics among eggs from different diet treatments. Changes in egg yolk color reached the maximum values at day 8. Incorporation of tocopherols and tocotrienols increased until day 8, astaxanthin incorporation increased until day 10, and all decreased thereafter. Feed nutrients resulted in a dose-response relationship of these compounds in the egg yolk. The transfer efficiency ranged from 0 to 9.9% for tocotrienols and tocopherols and from 7.6 to 14.9% for astaxanthin at their peak values. Results of the Arrhenius accelerated stability study showed significant differences in the shelf life of various nutrients, and these results can be used to properly formulate and store the feed materials. Companies and governments have embraced digital transformation as the elixir of the 21st century. But what impedes digital transformation? This case study article is based on data gathered from field research with the Italian Parliament and the Digital Transformation High Commissioner’s Office in the Ministry of the Interior. The case surfaces the context, challenges, and solutions for large-scale public administration digital transformation. The case study highlights how public administration digital transformation in a large democracy is never a technical but a sociotechnical solution. Successful digital transformation needs to understand, address, and change sociopolitical and sociotechnical mores that often define the culture. Underscoring this research is an analysis of digital transformation within the Italian public administration. Public administration encompasses all governmental and public services, including services provided by federal, regional (e.g. states and provinces), municipalities, and local agencies. The Italian public administration, with 60 million people, 8000 municipalities, and 22,000 local administrations, highlights how a digital renaissance is a preface for innovative disruption challenges. The Digital Transformation case uses Italy as the backdrop and Team Digitale, a team of talented individuals embarked on building public administration efficiencies and rebooting Italy’s digital innovation footprint, as the protagonist. For granularity, the case focuses on two digital transformation projects: ANPR, a unified public registry for all Italian residents, and PagoPA, a universal digital payment platform for public administration. This case surfaces the best practices and challenges faced when trying to tackle a mega-project across an entire economy. The case offers digital transformation recommendations, generalizable across any global democracy. The case analysis and recommendations bring to light how, contrary to private organizations, institutionalizing a disruptive innovation in a democratic country at a time of fiscal austerity highlights interesting decision-making issues and facets.
This paper outlines a project to transform part of the shattered education system of Kosovo. By way of case study, it presents some of the factors that were impediments to the formation of a reformed system for training new teachers. This was part of an attempt by international agencies to assist Kosovo in modernizing its education system. Although internationally funded projects were generous and well-meaning, responses by stakeholder groups were not always positive. Transformative change was a threat to some vested interests and opposition and resistance had to be factored into attempts to re-build and reform institutions. This paper focuses on the planned reform of teacher education institutions and programs for new teachers, one of many educational reform projects underway in Kosovo in the post-war period of 2000-2006. It outlines resistance encountered by this project which was funded by the Canadian International Development Agency (CIDA). The unit that worked with local authorities was called the Kosovo Educator Development Project (KEDP). Native Americans experience disproportionate referrals to law enforcement and arrests in public schools in Montana. The study uses U.S. Office of Civil Rights data reported at the school level ( n = 822) for the 2015–2016 school year, which is aggregated by race and gender. All students in schools with school resource officers (SROs) and/or security guards (SGs) present have higher total numbers and rates of referrals and arrests. Native American female students are twice as likely to be referred to law enforcement ( p < .001) and 2.5 times more likely to be arrested when SROs and/or SGs are present at the school ( p < .05). Native American male students are 2.2 times more likely to be referred to law enforcement ( p < .001) and 1.7 times more likely to be arrested when SROs and/or SGs are present at the school ( p < .001). Native American mean rates of referrals and arrest are higher in urban and reservation contexts ( p < .05). Native American student disparities in referrals and arrests mirror disproportionate percentage of Native American female and male adults incarcerated in Montana. Native American students are more likely to experience the school-to-prison pipeline unless SROs and SGs are removed from Montana schools.
