Implementation of the 2030 Agenda for Sustainable Development. In 2018, the Global Action Week for Education was launched by the United Nation sunder the theme "Accountability in sustainable development goal for education and active citizen participation". This article reviews difficulties and challenges faced by Vietnam in the implementation of sustainable development goal for education by 2025 and orientation to 2030; hence, requesting management measures in order to improve accountability and aim to a leave-no-one-behind education.
Psychological counseling for students is an important activity in high schools today. The article presents the results of a recent study that assessed the current situation of the implementation and management of psychological counseling for students in some high schools in Ho Chi Minh City and Hau Giang Province, Vietnam. The content of the survey on the current situation is based on the theoretical basis of the elements of psychological counselling activities for students (objectives, content, methods, supportive conditions for activities) and the implementation of the management function of high school principals towards that activity. Comments and assessments on the situation are based on a survey with 1,127 respondents who are managers, high school teachers, and parents. The assessment of the current situation includes objectives, content, methods, conditions supporting psychological counseling activities and the implementation of management functions of the principal in psychological counseling activities for students in high schools. A mixed approach is applied, based on the analysis of survey data obtained to make quantitative assessments and combined with research on secondary data such as evaluation reports from educational management levels, local scientific research to make qualitative assessments. The results were organized according to the strengths and weaknesses identified in managing psychological counseling activities for students in high schools. Based on these strengths and weaknesses, the article proposes some measures to manage psychological counseling for high school students in Vietnam in the post-COVID-19 social context, when the issue of psychological counseling for students is being urgently raised.
Based on the determination of the connotation of smart education, and requirements on the conversion from traditional education to smart education, this article would like to estimate the number of works for building and developing smart education. From that, the article will identify difficulties and challenges, and propose solutions for the development of the smart education to the management levels from the schooling management to education and training authorities in the current situation of Vietnam.
The article focuses on teaching in the direction of developing learners’ competencies through the influence of four factors, namely knowledge, skills, attitudes, and situations. Previous studies have shown that properly exploiting these four factors will contribute to effectively reaching the teaching goals, that is, creating the best capacity for learners. Therefore, this study has selected an approach to the problem of improving teaching quality in the direction of developing learners’ capacity. This involved putting the elements of knowledge, skills, attitudes, and teaching situations in the same interactive relationship and to find ways to exploit them most effectively. Using this approach, educational managers should influence the construction of curriculum content (knowledge), create appropriate teaching conditions and environments (situations), establish a mechanism for academic freedom, and relate schooling to life to train learners in skills and attitudes. Teachers can exploit all four factors in the teaching process to improve teaching quality. Using such an approach, a questionnaire was designed to carry out an educational survey with 394 respondents (including 112 graduate students of educational management and 282 pedagogical students living and studying in 41/63 provinces of Vietnam). The survey results affirmed a number of observations and assessments about the current situation of teaching in the direction of developing the learners’ capacity in Vietnam. Solutions to improve the effectiveness of these activities are proposed.
In the context of Industry 4.0, university training is supposed to provide learners with the qualities and skills necessary to live and work in the digital environment. A relatively new issue for Vietnamese universities is how to train human resources to meet the requirements of working in the digital environment. In order to meet the training requirements, many difficulties are posed, ranging from awareness and identification of the elements of citizens' digital competence to technical infrastructure, training programs, and pressure on lecturers and managers. The article introduces digital competence and the digital capacity frameworks for citizens and for students based on existing studies. It thereby assesses the common difficulties and challenges of higher education and proposes a number of solutions to train human resources to work in the digital environment. This immediately aims to implement the Prime Minister's Decision No. 749/QD-TTg approving the "National Digital Transformation Program until 2025, with orientations until 2030".
