For a modern market economy, entrepreneurial activity is the most important factor in the growth of the population's well-being. The development of market processes in the Russian Federation contributed to the revival of entrepreneurship, organically linked to the market. Today, in economically developed countries, entrepreneurial structures account for most of all forms of organizations. In modern Russia, the state also retains only a part of organizations and enterprises. In the course of privatization, many enterprises were transferred to private ownership. Moreover, the number of private enterprises is growing all the time. Support and development of small businesses are becoming increasingly important for the socio-economic development of the country. This circumstance is because small businesses solve significant social and economic problems. Employment growth is of particular importance among these tasks. Significant is the Document on Small Business Policy in the European Union, presented in 1995. According to this document, targeted assistance to small businesses is considered the most profitable way to create new jobs. State support for this type of business in various countries of the world is carried out in the form of concessional lending, creation of support funds, permission to use accelerated depreciation, etc. This situation requires increased attention on the part of the state to solving problems of creating the necessary conditions for the effective functioning of small business structures. As the world experience shows, small business activity is impossible without appropriate economic, political, and legal conditions.
Protection of human rights to a decent standard of living is one of the primary duties of a modern state. According to the Constitution adopted by it, the Russian Federation, a social state, proclaims the creation of a decent standard and quality of life for Russians as its most important task as a state. In the world, public support for certain strata of society has been carried out in various forms since ancient times. However, only from the end of the 19th century, social security for employees began to be carried out at the state level. The use of social consumption funds was one of the important features of the socialist state. Public consumption funds aimed to satisfy a wide range of material and spiritual needs of members of Soviet society. This process is evidenced by the various laws and regulations adopted by him in this direction. With the collapse of the Soviet Union and the beginning of market reforms, the Russian state faces an acute problem of forming a new social security system and protecting the population, considering the changed circumstances. The first step in this direction is creating the Russian Pension Fund as an independent off-budget credit and financial system. During the Soviet period, child benefits were provided from the budget only to single mothers and mothers with many children. Now, a lump sum for the birth of a child was paid to each family.
In Russia, the market processes of the 90s of the XX century took place against the backdrop of an economic crisis, accompanied by a decline in the standard of living of society, an increase in the indicator of differentiation of the country's regions in terms of socio-economic development. These processes contributed to the emergence of depressed areas. Political and economic restructuring on the territory of the former USSR and anti-terrorist operations of the last decade of the 20th century destroyed the economy of the Chechen Republic. These circumstances became the reason that in the early 2000s, the Chechen Republic was a depressed Russian region with all the signs mentioned above of depression. In the period under review, in conditions of high unemployment, various social transfers, assistance from relatives, and receipts from the maintenance of subsidiary and households began to acquire great importance to ensure the livelihoods of households in the region. The federal government and the republic's leadership have done a lot to implement the developed program measures to revive and develop the regional economy. This work made it possible by the end of 2010 to significantly increase the real incomes of the republic's population, to almost double the level of unemployment compared with 2005. The main goal of this state program is to increase the well-being and quality of life of the population of the republics that are part of the North Caucasian Federal District to reduce their lag from the average Russian level.
