The aim of the study was to find out the factors, which significantly affected satisfaction with distance education among university students (undergraduate students). Complete data were obtained from 1283 respondents from different faculties in Czech Republic during the second term in academic year 2021/2022. The items in research tool were Likert type and also semantic differential was used. The descriptive, inferential and multidimensional statistic were used for data evaluation. Independent variables like: Evaluation factor for full-time form; Activity factor for full-time form; Difficulty factor for combined form; Evaluation factor for combined form; Activity factor for combined form; Perception of distance learning through negatives and Perception of distance learning through positives were as significant, which influenced satisfaction with distance education. Motivation: This article studies the behavior of the Czech Regulatory Impact Assessment (RIA) Committee during the years between 2013–2018. This institution assesses RIAs of new laws and regulations which are in the process of ratification. Aim: The main aim was to find if the legislative change of February 3, 2016 had a direct impact on the decision-making of the Committee. Further, we ask whether there are other distinct patterns in the behavior of Czech RIA Committee members. Specifically, do the RIA Committee’s verdicts become more negative with time? We also investigate the level of independence of the Committee. In our analysis we used basic statistics: Chi-Square test of independence and regression analysis. To complete our study, we used data from a questionnaire which was distributed among RIA Committee members. Results: In our analysis we found that the legislative change did not have a direct immediate effect on the RIA Committee of the Czech Republic. However, we discovered that the RIA Committee has lost most of its independence and power in the six years of its existence. This change was gradual and most likely catalyzed by pressure from politicians. Further, voting per rollam yielded more positive results. We also discovered an institution whose RIA Committee verdicts differed significantly. Based on the findings of our research, we offer recommendations to the RIA Committee and other institutions with a similar purpose.
Transparency and openness should be the basic principle of modern public administration. Many cities want to become smart cities, so they develop smart city strategies and realise specific smart city projects. However, only a few of the Czech cities are actually successful in this area. This paper studies the problems of the open data approaches in cities’ practice. The public administration collects and stores data representing a smart city’s critical element and one of the smart governance’s essential tools toward modern public administration. The study aims to analyse the situation of open data and smart city measures in the Czech Republic and demonstrate the obvious separation of smart city implementation, data utilisation and smart governance in cities’ practice. The Czech Republic is one of the CEE countries that could benefit from more comprehensive smart cities measurement applications because some of its regions lag in digitalisation development. The opening of the data and the utilisation of them could be the first step for the cities or regions to implement advanced methods and technologies to become smart city. The only cities with successfully implemented smart city measures are the ones that are also relatively successful in open data publishing.
