This study aims to analyze the factors that affect the workers who become commuters and do not become commuter to the city of Palembang. This research was conducted in Palembang City with the number of samples of 70 respondents who became commuter. Hypothesis testing is done multivariate by using logit (binary logistic regresion) model to measure how big independent variable is marital status (MAR), gender (SEX), age (AGE), education level (EDUC), income (WAGE), and distance (DISTANCE) which affects the dependent variable that is a commuter or not a commuter. The value of R square 0,377 means that 37,7% of variation of factors influencing commuter worker or commuter can not be predicted from independent variable. Partially, income variable (WAGE), and distance (DISTANCE) have significant influence while marital status (MAR), gender (SEX), age (AGE), education (EDUC) have no significant effect. The income variable (WAGE) is the most dominant factor to the commuter worker and does not become commuter to Palembang city based on the highest Exp (B) value of 44,847 and has coefficient value 3,803.
COVID-19 menyebabkan organisasi pemerintah, baik pusat maupun daerah, melakukan refocusing anggaran untuk mengantisipasi dampak sistemik COVID-19. Artikel ini bertujuan menganalisis bagaimana organisasi publik mengelola anggaran mereka di era pandemi COVID-19. Untuk menjawab masalah ini, peneliti melakukan penelitian kualitatif pada 2020 di Dinas Pendidikan Kabupaten Bandung, Provinsi Jawa Barat. Data dikumpulkan dengan observasi dan wawancara mendalam dengan beberapa informan yang dipilih secara purposive. Peneliti juga mengumpulkan data sekunder melalui dokumentasi. Bertolak dari kerangka pikir yang dikembangkan Shafritz dan Russel (2020), peneliti menemukan bahwa manajemen anggaran di Dinas Pendidikan Kabupaten Bandung sudah demokratis, adil, dan berhati-hati, tetapi belum transparan, bermoral tinggi, dan akuntabel. Peneliti merekomendasikan agar Dinas Pendidikan Kabupaten Bandung melakukan upaya serius untuk meningkatkan derajat transparansi, akuntabilitas, bermoral tinggi dalam manajemen anggaran mereka.
To simplify the description of the damage phenomenon to the earth, the concept of ecological footprint can be used. This concept is not specifically built to calculate the destruction of the earth. This concept calculates how much space (on land and water) humans need to produce the resources they need including absorbing the waste they produce. This study calculates the ecological footprint in Palembang and its surroundings according to demographic factors and local government. To investigate the general pattern of ecological footprint and its determinants based on the respondents" reports, a survey was launched in October 2017. As a result, the average ecological footprint in Palembang Metropolitan and its surroundings is 0.591 global hectares (gha). The ecological footprint in Palembang Metropolitan and its surroundings is formed by 4 things, namely: diet and food choices, shelter/home life, transportation and lifestyle choices. The largest portion is given by diet and food choices (26.8 percent), while the smallest contribution is contributed by transportation (24.1 percent). Taking into account demographic factors, a high ecological footprint is owned by a group of male individuals, aged 30-39 years, highly educated, working, and after hearing and understanding climate change and ecological footprint. Finally, if observed according to the type of government, metropolitan cities have a high ecological footprint than others. Finally, the ecological footprint of Palembang as a metropolitan city is higher than the others.

Penelitian ini bertujuan untuk mengetahui seberapa efisien anggaran belanja perjalanan dinas dalam daerah dan luar daerah di DPRD Provinsi Sumatera Selatan pada masa pandemi Covid-19 tahun anggaran 2020 dilihat dari empat komponen biaya perjalanan dinas yaitu uang harian, uang transportasi, uang penginapan, dan uang representasi. Penelitian ini dilatarbelakangi oleh adanya kenaikan jumlah penggunaan anggaran perjalanan dinas dalam daerah di DPRD Provinsi Sumatera Selatan pada masa pandemi Covid-19 disaat adanya efisiensi penggunaan anggaran. Analisis efisiensi menggunakan rasio efisiensi menurut Mahmudi yaitu perbandingan antara realisasi anggaran perjalanan dinas dan anggaran belanja perjalanan dinas. Metode penelitian yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data terdiri dari wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa DPRD Provinsi Sumatera Selatan belum sepenuhnya melakukan efisiensi dalam penggunaan anggaran perjalanan dinas dalam daerah dan luar daerah. Adapun saran dalam penelitian ini adalah DPRD Provinsi Sumatera Selatan harus menentukan skala prioritas dan meminimalisir penggunaan anggaran disaat pandemi Covid-19 agartepat guna dan sasaran tanpa harus ada perintah dari pusat.
