Pelayanan Dasar adalah pelayanan publik untuk memenuhi kebutuhan dasar Warga Negara. Dalam konteks pelayanan, khususnya pelayanan dasar, Standar Pelayanan Minimal (SPM) memuat ukuran-ukuran atau parameter-parameter yang harus dipedomani oleh pemerintah daerah, pelayanan yang diberikan kepada masyarakat harus terukur baik dari sisi jumlah, jenis maupun mutu. SPM dalam penyelenggara urusan pemerintahan daerah diposisikan untuk menjawab hal-hal penting dalam penyelenggaraan pemerintahan daerah, khususnya dalam penyediaan pelayanan dasar yang bermuara pada penciptaan kesejahteraan rakyat. Aparat Pengawas Internal Pemerintah (APIP) di tingkat pusat dan daerah memiliki kewenangan untuk melakukan pelaksanaan pengawasan penyelenggaraan pemerintahan daerah, dengan demikian maka peran APIP Pusat maupun APIP Daerah dituntut berperan dalam hal keberhasilan penerapan SPM. Penelitian ini bertujuan untuk mengetahui pembinaan dan pengawasan seperti apa yang harus dilakukan APIP sehingga tujuan yang ingin dicapai yaitu setiap warga negara mendapatkan pelayanan dasar dapat tercapai.
The existence of this technological development has become a medium used by a state administrator to improve welfare or services for its citizens. In need of an innovation that is used to capture this phenomenon. Local government innovation is very important in the process of implementing good and reliable governance (Good Govrnance). The implementation of regional development always begins with research and development activities, as well as assessment. Development planning is not only done on the table, without looking at the reality on the ground. The core problem of planning is in the planning process itself, which includes a series of procedures and involves many parties. The lengthy process and the many parties involved often make planning ineffective. Based on this, this study aims to analyze the differences in planning innovations carried out in two different regions, namely South Sulawesi and West Sumatra, to compare the innovations of the two regions. This study uses a qualitative descriptive approach. As a result, South Sulawesi and West Sumatra have different development innovations, in which South Sulawesi places more emphasis on improving website-based information systems which will become a reference for development planning, while West Sumatra emphasizes the assessment of construction services that will carry out development planning in the West Sumatra region. Suggestions in the future, each agency allocates a budget to increase the admin capacity of the SIPPD manager and provide cost consequences as motivation.
Rapid global developments make people demand real improvements from the government so that the impact can be felt directly, such as increasing competitiveness, improving public welfare, and empowering communities. The government responded to this push by issuing several regulations that are expected to accelerate service change in Indonesia. One of them is by issuing Government Regulation No. 38 of 2017 concerning Regional Innovation which is used as a solid foothold in guarding the transformation of governance at the local level. The purpose of this study is to provide an idea of guidance and supervision that the Ministry of Home Affairs must carry out, in this case, is APIP.
