The personal, economic, and social costs of mental ill health are increasingly acknowledged by many governments and international organisations. Simultaneously, in high‐income nations, the reach of welfare conditionality has extended to encompass many people with mental health impairments as part of on‐going welfare reforms. This is particularly the case in the UK where, especially since the introduction of Employment and Support Allowance in 2008, the rights and responsibilities of disabled people have been subject to contestation and redefinition. Following a review of the emergent international evidence on mental health and welfare conditionality, this paper explores two specific issues. First, the impacts of the application of welfare conditionality on benefit claimants with mental health impairments. Second, the effectiveness of welfare conditionality in supporting people with experience of mental ill health into paid work. In considering these questions, this paper presents original analysis of data generated in qualitative longitudinal interviews with 207 UK social security benefit recipients with experience of a range of mental health issues. The evidence suggests that welfare conditionality is largely ineffective in moving people with mental health impairments into, or closer to, paid work. Indeed, in many cases, it triggers negative health outcomes that make future employment less likely. It is concluded that the application of conditionality for people with mental health issues is inappropriate and should cease.
This paper highlights and explores how conditionality operating at three levels (the EU supranational level, the UK national level and in migrants' mundane 'street level' encounters with social security administrators), come together to restrict and have a negative impact on the social rights of EU migrants living in the UK. Presenting analysis of new data generated in repeat qualitative interviews with 49 EU migrants resident in the UK, the paper makes an original contribution to understanding how the conditionality inherent in macro level EU and UK policy has seriously detrimental effects on the everyday lives of individual EU migrants.

Within the political framework of the European Union (EU), there has been long standing recognition that the on-going exclusion of Roma represents a key challenge for human rights, justice and social inclusion agendas. By introducing a requirement for Member States to produce National Roma Integration Strategies (NRIS), the European Commission hopes that Member States will work in partnership with the EU and key stakeholders to achieve inclusion objectives in respect of housing, health, education and employment. The form and content of the United Kingdom's (UK) NRIS submission has been criticised in a number of key areas; notably its 'migrant blind' approach . This article draws on recent research undertaken by the authors (Brown, Martin and Scullion, 2013), which aimed to estimate the size of the recently arrived Roma population in the UK and document some of the local level responses as a result of this migration. It provides an overview of the context giving rise to the research, and how previous population estimates have been attempted, both across the EU and in the UK. The paper considers whether conventional methodologies can be fit for purpose when attempting to assess the population size of a transnational and highly mobile ethnic group, or whether more experimental approaches might yield a fresh approach. More specifically, it examines the strengths and weaknesses of adopting a place typology approach (Lupton et al., 2011). Finally the paper looks at the publication of research about Roma populations in a highly politicised arena in the wake of ongoing national and international attention on Roma.
This article examines lived experiences of food insecurity in the United Kingdom as a liminal phenomenon. Our research is set within the context of austerity measures, welfare reform and the precarity experienced by increasing numbers of individuals. Drawing on original qualitative data, we highlight diverse food insecurity experiences as transitional, oscillating between phases of everyday food access to requiring supplementary food, which are both empowering and reinforcing of food insecurity. We make three original contributions to existing research on food insecurity. First, we expand the scope of empirical research by conceptualising food insecurity as liminal. Second, we illuminate shared social processes and practices that intersect individual agency and structure, co-constructing people’s experiences of food insecurity. Third, we extend liminality theory by conceptualising paraliminality, a hybrid of liminal and liminoid phenomena that co-generates a persistent liminal state. Finally, we highlight policy implications that go beyond short-term emergency food access measures.
