Abstract:The implementation of the common and universally applicable United Nations' Sustainable Development Goals (SDGs) requires differentiated governance frameworks at all levels, as it falls short to use one governance style only-hierarchical, network or market governance-or any one style combination that is believed to be fit-for-all-purposes. The article introduces the guiding principle of "Common But Differentiated Governance" (CBDG) and illustrates how this principle can make the SDGs work. It will be shown that, after more than 15 years' experience with the concept of "metagovernance" (how to combine different governance styles into successful governance frameworks), there seems to be some convergence towards using this as comprehensive approach to achieve situationally appropriate governance frameworks. In this article, we have elaborated how policy makers could use metagovernance, combined with key governance principles, as mechanism to support analysis, design and management of SDG governance frameworks, to make failures noticed, and to suggest mitigation measures. Metagovernance respects common principles like rule of law, but takes as starting point that there may be different pathways to achieve them. A possible step-by-step approach for SDG implementation with metagovernance is OPEN ACCESSSustainability 2015, 7 12296 proposed, as well as establishing governance support arrangements to assist process design, review, monitoring and evaluation, at least at the national level.
Topical ketoprofen (KP) is widely used because of its anti-inflammatory effect. However, photocontact dermatitis is a side-effect. Between May 2001 and June 2002, the Belgian Contact & Environmental Dermatitis Group conducted a prospective, open patch and photopatch test study in 20 patients suspected of KP dermatitis. Severe skin symptoms requiring systemic corticotherapy occurred in 47%. 5 patients were hospitalized. 1 patient showed prolonged photosensitivity. All patients were tested with KP and the other constituents of KP gel. Attribution to KP was demonstrated in all cases. Patch and photopatch tests with KP 2% in petrolatum showed contact photoallergy in 17 patients, contact allergy in 1 patient and photoaggravated contact allergy in 2 patients. 5 patients also reacted to the fragrance components lavender (Lavandula augustifolia) oil and/or neroli (Citrus aurantium dulcis) oil 5% in alcohol. However, in 4 of these, irritant reactions to the ethanolic dilutions could not be ruled out. Additional tests with 3 non-steroidal antiinflammatory drugs without benzophenone structure ibuprofen, naproxen and diclofenac identified only 1 contact allergic reaction to diclofenac. Cross-reactivity to the substituted benzophenones, oxybenzone and sulisobenzone occurred only to the first in less than 30% of the patients. A high frequency (69%) of contact allergy to fragrance mix was found. Dermatologists should be aware of the severity of photoallergic reactions to KP and the risk of cross-sensitization.

This article highlights four key reform challenges regarding the quality of public administration and governance (PAG), aimed at increasing ‘SDG-readiness’ at all levels of administration, in a nexus characterized by complexity, volatility, pluriformity and uncertainty. Based on others’ research into how EU Member States institutionalize the implementation of the SDGs, a critical review of SDG-governance approaches, as well as a review paper on the management of the SDGs, it is concluded that that four priority areas could guide research and policy development to accelerate implementation of the 2030 Agenda. Firstly, to recognize that creating an effective public administration and governance is an important strategic policy area. Secondly, to begin with mission-oriented public administration and governance reform for SDG implementation, replacing the efficiency-driven public sector reform of the past decades. Thirdly, to apply culturally sensitive metagovernance to design, define and manage trade-offs and achieving synergies between SDGs and their targets. Fourthly, to start concerted efforts to improve policy coherence with a mindset beyond political, institutional, and mental ‘silos’.
