THIS article arose from a disappointment. We went to the Madang area just over a month after a major earthquake expecting to find that local people had developed ideas on the subject and were articulate. Instead we found uncertainty, confusion, and a wide range of explanations. This situation raises several problems not raised by the exposition of a single primitive philosopher's world view nor by an account of views held consistently over wide sections of the society. We shall suggest several approaches to these questions. We propose two distinctions in the types of explanations offered for the earthquake-between those which are socially significant and those which are socially sterile, and between those to which time is relevant and those to which it is not. We suggest that the particular time at which we did our field work-when the earthquake was not considered a completed event-helps to account for the absence of or uncertainty in certain kinds of explanations. Later we discuss the wide range of sources of these explanations. We adapt Barth's concept of transaction to explain the mechanism by which consistency between intellectual ideas can be achieved. Barth argues that consistency between individuals in value systems is achieved by transactions in which actors bring their valuations in a situation closer together in order to communicate and in order to maximize their profit from the transaction. It seems that there is little consistency in ideas about the Madang earthquake because, for a number of reasons, it has not become a basis for transactions.We emphasize that the material presented here was collected in a short period.
