Due to the large amount of users of the next generation IPTV system and the limitation for RTCP control messages below 5% of the total allowed bandwidth, the traditional RTCP feedback framework caused large intervals when sending feedback messages from each receiver. To solve these problems, the hierarchical feedback model is proposed in this paper and combined to the design of video quality monitoring subsystem for IPTV live broadcast system. The experiments show that the new scheme can evidently reduce the intervals for clients sending RTCP RR reports meanwhile not taking up too much control bandwidth. As a result, the server has increased the response time to RTCP control messages sent by clients, brings about proper self-adaptive video coding stream, the smooth play effects, and the good user experiences.
