The authors analyze the capabilities of Information and Communication Technologies (ICT) and e-learning tools applied in the educational process through all levels of Higher Education in Russia: Bachelor’s/Master’s Degree Programmes and Professional Training. The article is based on the data obtained during the study organized at Sevastopol State University, Lomonosov Moscow State University Branch in Sevastopol, V.I. Vernadsky Crimean Federal University, Institute of Foreign Languages (Simferopol) and S.I. Georgievsky Medical Academy in 2019. The participants of the research were undergraduate students, educators and applicants of further Professional Training programmes. The research aimed at the analysis of ICT and e-learning tools used to design online learning environment at university. The study included a survey to identify e-learning tools applied by students and professors in educational process. The authors also specify blended learning peculiarities in Higher Education. The results showed that ICT and e-learning tools are widely used at universities to manage educational process, establish various forms of communication and interaction, to conduct an assessment and evaluate progress, to organize team projects in blended learning. ICT and online educational services are also applied to develop students’ language and professional skills. In this research, the authors aim to determine the teachers’ professional image in the present-day context. The issues of teachers’ new role, new image and professional conditions are analyzed with regard to the reforms and commercialization of higher education as the most common trends. The paper examines the data of the survey which was conducted on the basis of written questionnaire designed to investigate the university teachers’ readiness to work in the new conditions, their readiness to innovation, the factors constraining innovation in the sphere of higher education in the context of its commercialization. The research carries value to education policymakers and university authorities. They can use these findings to reflect on regulations that would ensure favorable academic environment and increase the brand image of their staff.
Modern technologies and World Wide Web open new opportunities for smooth learning process making education more accessible and flexible. Digitalization of modern society has resulted in the transformation of all levels of education leading to the transition from mass education to high quality individual training. In modern context the quality of education is viewed as the most important indicator of the institutions’ competitiveness on the market of educational services. The quality of education is the priority of states’ policy agenda around the world. The paper considers “shadow education” and private tutoring, as one of its forms. The term “private tutoring” is defined in the article based on the analysis of legislative and regulatory sources that allow to provide tutoring services using e-learning tools and technologies in compliance with the legal framework of the Russian Federation. The legitimacy of the notion of “private tutoring” in the legislation of Russia is justified in the research. An overview of sites offering tutoring services is given with the comparison of price range, depending on the academic subject and regions of Russia. Besides, the advantages and disadvantages of private tutoring are outlined. The results of the study showed that private tutoring services are in high demand due to two main factors: the insufficient level of public/private education received and the inconsistency in knowledge obtained and the requirements of national and international labor markets. The paper also contains the review of popular educational platforms and online learning tools used by private tutors as well as pros and cons of their application. The results of the questionnaire offered to the academic staff of the V.I. Vernadsky Crimean Federal University, the Sevastopol State University, and the Crimean Fevzi Yakubov Engineering and Pedagogical University show that most of educators practice online tutoring and consider it to be their additional professional activity.
