The article deals with the influence of factors on the formation of the resource potential of agricultural enterprises and increasing the efficiency of its use. The main obstacles to the effective functioning of the system of state support of agriculture in Ukraine are considered. It is determined that state support is an integral part of state regulation and is a combination of different tools and instruments. Preferential financing of the most vulnerable enterprises and branches of agriculture, improvement of the mechanism of state support will contribute to the development of agricultural production and will have a positive impact on the situation in rural areas. It has to be implemented taking into account the specificity of the regional situation, as well as the financial capacity of the budget. The role of the state agrarian policy in the development of rural regions is investigated and the priority direction of rural activity – diversification of agricultural production is determined. Based on the main directions of agricultural development in the region, a system model for improving the efficiency of agricultural enterprises development is proposed. A number of measures of state regulation are proposed to introduce a qualitatively effective regional economic policy through the formation of an efficient regulatory framework. Given the basic imperatives, improving of state support for the development of agricultural enterprises for the formation of their resource potential and increasing the efficiency of its use requires creating the conditions for the introduction of a qualitatively new, effective regional economic policy, stimulating the dynamic development and efficient use of the internal resource potential of each region, which requires taking into account the decisive role of the agricultural enterprise rural areas and the transition to state strategic programming in regional development and implementation of regional development strategies of local governments and local authorities. State regulation of agricultural production should be oriented on innovation and investment development of agricultural enterprises. To this end, it is necessary to amend the Law of Ukraine “On Innovative Activity”, to improve customs regulation of innovative activity and the procedure of granting the innovative status to enterprises and to foresee the possibility to carry out expertise in qualifying innovative projects at the expense of public funds.
The article highlights the essence of the concept of integration in general and land use in the agriсultural sphere in particular. A comprehensive analysis of the ecological and economic state of land use in agricultural production, use and protection of land resources is substantiated, it is emphasized that inthe process of land reform in Ukraine there have been significant transformations in land ownership andmanagement. Land is a productive resource acquired economic, credit and monetary value. Land plots, in addition to state property, have acquired communal and private property. Despite these transformations, the quality of land resources is deteriorating, which is quite clear from the dynamics of humus content(main resource potential) over the past 100 years, the presence of significant spots of degraded land inarable land, which negatively affects the environment, including and life. The essence and structure of theagrosphere in modern conditions are also highlighted, an important component is agrolandscapes, whichdynamically lose ecological stability as a result of irrational use of land resources, without following thecreation of an important phytosanitary measure for their protection. The article pays considerable attention to the formation of independent land use: family farms, farms on private-lease relations and others about their integration in relation to social production. First of all, this applies to small family farms that produce marketable products, but are not competitive due to the full mechanization of production processes, although they make a corresponding contribution to the food supply of the state.
The object of research is the methodology of existing models of climate change and the identification of areas that are suitable for agricultural production. The consequences of natural disasters (floods, tornadoes, tornadoes, earthquakes, volcanic eruptions etc.) are the destruction of local ecosystems and the local economy, the emergence of threats to food and water supply, the creation of social conflicts, internal and external migration. Damage from natural disasters is estimated at billions of dollars. The economies of countries in which natural disasters are being synchronized cannot recover on their own and need international assistance, especially the placement of climate refugees in other countries. An analysis of recent research and publications shows that its authors do not even pose such a problem. In the period from 2011 to 2020 alone, the number of natural disasters in the world increased 7 times, in particular in Europe – 41 times. The study shows that the concept of anthropogenic impact on climate change, sustainable development and possible adaptation through environmental and energy and resource conservation measures must be considered erroneous. International spending on climate change adaptation programs around the world is inefficient. The theoretical basis on which these concepts have been built so far needs to be revised, and the environmental policy of all countries of the world is subject to radical transformation. The practical significance of research is to improve the model of climate change, which is used to develop forecast scenarios for world events, based on the dependence of CO2 emissions. from anthropogenic human activity. Since the results of any mathematical model depend on the input data and the correlation of the relationships embedded in such a model, the percentage of reliability and probability of implementation of such a model is also estimated. Therefore, climate models developed at the initiative of the International Group of Experts on Climate Change cannot be used as a basis for substantiating recommendations for the transformation of agriculture in accordance with climate change.
