The paper defines the main theoretical aspects of the concept of public services in Ukraine. It is substantiated the expediency of the development of a unified concept of public services as a basic document for the modern domestic rule-making process aimed at developing modern legislation on public services, which is perfect in content and effective in application, and also for the elaboration of its scientific basis – the provisions of modern national administrative-legal science. It is developed a version of the Concept of public services, its content is covered. The proposed version contains three sections: Section I “General provisions” defines the main conceptual framework, raises problems, establishes purpose, tasks, terms of implementation of the Concept of public services; Section II “Ways and methods of problems solving, terms of implementation of the Concept of public services in Ukraine” specifies particular measures that must be taken to achieve the goal and solve the problems. These measures are conditionally divided into three groups: educational measures (the process of preparation of the standards for legal education), scientific measures (research), law-making measures (statutory acts regulating the activities of actors, procedures, guarantees). Section III “Expected results of the implementation of the Concept of public services in Ukraine” proposes the main results predicted to be achieved by virtue of three abovementioned directions (groups of measures) for the implementation of the Concept’s provisions.
Tha paper focuses on the problems of unmanned cruciform winged glider dynamics and control in autonomous flight conditions, and studies the wing aspect ratio effect on its flight performance. The winged glider control structure in the longitudinal and lateral axes is proposed. We carried out a comparative analysis of the ballistic flight ranges of models of different configurations, as well as the flight ranges of models of different configurations in the operating conditions of the control system of the proposed structure. As a result, the structure of the unmanned winged glider targeting system is proposed. The targeting system in the longitudinal axis, unlike the samples used in currently operating models, consists of two subsystems responsible for the unmanned winged glider best range gliding at the first flight phase and the direct aimpoint guidance at the second, i.e. final, flight stage
The article is concerned with working out the crucial task of the formation flying of the unmanned gliding aircraft with the wing-mounted module. The problem considered has a lot of practical applications and increases the opportunities of the previously set out priorities. The distinctive feature of this type of aircraft is the lack of the power-unit, which imposes severe restrictions on the available energy reserves. We suggest an algorithm for flying in formation. The essential element of the algorithm developed is the procedure of setting up the ensemble of supporting navigational guide-points for each unmanned gliding aircraft in the group. The restrictions on the initial energy reserve on the left end of the trajectories as well as the accuracy requirements on the right end are taken into account. The article describes the method of path generation using the navigational guidepoints and forms an algorithm for terrain avoidance during the formation flying. We look at the simulation results demonstrating the use of the algorithms for the formation of unmanned gliding aircraft flying of a particular aerodynamic configuration.
