Presence of combined natural foci of plague, tularemia, Crimean-Congo hemorrhagic fever, West-Nile encephalitis, Astrakhan spotted fever in the North-West Precaspian region was substantiated. Influence of anthropogenic and climatic conditions in formation of combined natural foci of infectious diseases of bacterial, rickettsial and viral etiology was pointed out. Up-to-date potential epidemic danger of the territories under consideration was evaluated.
Integrated are the data on the number of major carriers and vectors as well as the epizootic activity of natural foci of plague of different types in the territory of Russia in 2012. Submitted is the shortterm forecast of epizootic situation for 2013. Analyzed are the reasons of current low epizootic activity of plain natural foci of plague. The role of climatic factors in the development of long interepizootic periods in plague natural foci in the PreCaucasus, PreCaspian regions and Siberia is discussed. Assessed is the change of potential epidemiologic hazard of plagueenzootic territories under the current warming of climate. The longterm forecast of epi zootic activity of natural plague foci for the period of up to 2020 is substantiated.
Проанализированы данные эпизоотологического обследования энзоотичных по чуме территорий Российской Федерации за 2013 г. Дана оценка состояния численности основных носителей и переносчиков, а также эпизоотической активности природных очагов чумы различного типа. Выполнен анализ условий снижения эпизоотического потенциала горных и высокогорных природных очагов чумы Кавказа, Алтая и Тывы. Зарегистрированы единичные находки зараженных чумой блох на участках стойкого проявления чумы на территории Прикаспийской низменности. Представлен эпизоотологический прогноз на 2014 г. Отмечено повышение вероятности выхода из состояния межэпизоотического периода ВолгоУральского песчаного и ЦентральноКавказского высокогорного природных очагов чумы. Обоснованы возможность продолжения эпизоотий чумы и их интенсивность на территории Прикаспийского песчаного, Алтайского горного, Тувинского горного, ВосточноКавказского высокогорного природных очагов чумы. Ключевые слова: природные очаги чумы, эпизоотическая активность, численность носителей и переносчиков чумы, изменение климата, долгосрочный и краткосрочный эпизоотологические прогнозы.

We consider a family of variational problems describing equilibrium of plates containing a crack and rigid thin stiffener on the outer boundary. Nonlinear conditions of the Signorini type on the crack faces are imposed. For this family of problems, we formulate an optimal problem with a control parameter determining the length of the thin rigid stiffener. Meanwhile, a cost functional is specified with the help of an arbitrary continuous functional in the solution space. The existence of the solution to the optimal control problem is proved. We state the continuous dependence of the solutions with respect to the stiffener's size parameter.
