This paper reviews the state of urban slums in Nigeria and attempts to explicate the issues that arise from the approach of slum eradication in some selected cities (Lagos, Port Harcourt, Abuja and Jos). A wide range of secondary source material was collected and analysed thematically. The analysis affirms that the slumming process in the four cities is significantly accounted for, by rising urbanisation. In Lagos and Port Harcourt cities the urbanisation appears to be linked to the industrialisation process but this is not the case in Abuja and Jos. However, some factors were found to be common in the slumming process of the four cities such as: One, the rising population which is increasing the demand for urban services. Two, there is acute shortage in the supply of adequate housing for the low-come and poor households. Lastly, there is inadequate arrangement for the effective management of urban growth and expansion. Other issues identified are: the absence of mechanisms for the prevention of slum formation; a preference for the demolition of slums by authorities as opposed to their improvement; a wide practice of implementing eviction on short notice; and in most instances, government authorities have failed to provide adequate alternative shelter to evicted households. These findings clearly indicate that the subsisting housing and urban development policies leave gaps for such flawed practices. Accordingly, policy recommendations and suggestions for empirical study are made.
There is an increasing involvement of interest groups in Nigeria's housing processes. Prior research has examined their contribution but focusing on the cooperative sector. This study bridge the gap by examining the housing activities of interest groups in a broader perspective. Documentary research method was employed with a view to collecting large volume of data for analysis. The analysis confirmed the existence of multiple interest groups: those operating across the globe, those operating within the continental space of Africa and those that operate within Nigeria. Interestingly, these interest groups have forged partnerships that benefits Nigeria's housing system in respect of funding, policy advocacy and research. These relationships deserve empirical study that would critically examine the variables that influence their outcomes. Secondly, the relationship of international and local interest groups is furthering the integration of the Nigerian housing sub-sector first, into the global economy, and second, into the continental economy of Africa. The benefits and challenges associated with this integration need to be empirically studied.
Public Private Partnership (PPP) has gained wide acceptance as a strategy for housing provision in many countries. However, the level of success varies from one country to the other due to economic, political and cultural variations. This study examines PPP in housing in Bauchi State in Nigeria using Unity Housing Estate as a case study with the view to examine its performance and to suggest possible measures for improving the effectiveness of the concept. Methods of data collection used were semi-structured interviews and direct observation. Interviews responses were tape-recorded in addition to note taking which were subsequently transcribed and validated. The model of PPP used in the area was the Design-Build-Finance arrangement in which the private party takes the responsibilities for the design, finance and construction of the housing units. The houses were far beyond the affordability level of the target beneficiaries. Some of the challenges depicted were lack of political will, corruption among government agents and private sector developers, insincerity of contacting parties and unavailability of development fund. The study suggests among others, attitudinal change among stakeholders to ensure the success of PPP housing, the need to establish and empower relevant institutions that will help in fighting corruption.
We are an international collective of Early Career Academics (ECAs) who met throughout 2020 to explore the implications of COVID-19 on precarious academics. With this intervention, our aims are to voice commonly shared experiences and concerns and to reflect on the extent to which the pandemic offers opportunities to redefine Higher Education and research institutions, in a context of ongoing precarity and funding cuts. Specifically, we explore avenues to build solidarity across institutions and geographies, to ensure that the conduct of urban research, and support offered to ECAs, allows for more inclusivity, diversity, security and equitability.*The Urban ECA Collective emerged from a workshop series described in this article which intended to foster international solidarity among self-defined early career academics working within urban research.
