Adolescents in the care of the state have complex developmental needs that include low academic attainment. The aim of this study was to describe the language and literacy profiles of adolescents (aged 13–19) in out-of-home care (‘looked after children’). Mental health status, biopsychosocial history, and education and employment histories were also documented. Twenty-six adolescents were assessed by a speech and language therapist. Ninety-two percent had oral language skills below the average range on the Clinical Evaluation of Language Fundamentals: 4th edition, with 62% scoring two or more standard deviations below the mean. Ninety-two percent of participants scored below the average range on two or more subtests of the Test of Language Competence: Expanded edition. On the York Assessment of Reading Comprehension, 92% scored in the very low range and 65% were below-average on single-word reading. Fifty percent of participants reported a diagnosis/symptoms of depression and 54% reported a diagnosis/symptoms of anxiety. The correlation between oral language and literacy was modest but significant ( r = 0.502; p ⩽ 0.05); no significant correlations were found between oral language, literacy and mental health status, suggesting that mental health problems are a comorbidity rather than a correlate of language and literacy difficulties. Language and literacy difficulties are highly prevalent in this population. Language disorders are likely to be undiagnosed in the context of significant mental health problems, and disrupted schooling and accommodation. Speech-language therapy scope of practice needs to include out-of-home care populations in order to foster developmentally appropriate language and literacy skills that maximize school success, both academically and socially.
When the authors of this article undertook a study into the way the Australian legal process managed child abuse allegations in custody and access disputes following partnership breakdown in de facto and legal marriages, they encountered what they came to think of as ‘the child abuse and divorce myth’. The myth centred around a belief that child abuse allegations made during or after partnership breakdown were weapons fashioned to gain advantage in the marital war. Therefore, they were not real; therefore, they should not be taken seriously. Despite little previous research, these views were strongly held by both families and professionals. The article examines the myth, believed to be an international phenomenon, and shows, in detail, how the study's findings do not support it. In fact, the findings from this unique study contradict the myth in its totality and in its specific aspects. Thus, it is argued that the myth should be abandoned and a new knowledge base for professional intervention that recognizes the reality of this problem be adopted instead. As a result of the study, a new specialized intervention program for children involved in residence and contact disputes where child abuse was alleged is being trialled in the Family Court of Australia. Hopefully, the introduction of further intervention programmes based on the reality of child abuse in these circumstances rather than on the myth will follow. Copyright © 2001 John Wiley & Sons, Ltd.
Recognising the signs and finding solutions to the risk and needs of neglected children remains a challenge in child protection practice despite a global increase in the number of reported child neglect cases. This situation is compounded by the impact of cultural practices on how neglect is perceived. Drawing on semi-structured in-depth interviews with 31 kinship caregivers, this study sought to explore how the culturally informed traditional kinship care practice in Ghana can be considered an intervention strategy for parental neglect. Proactive intervention, prevention of abandonment and utilisation of family support emerged as ways kinship care practice can help resolve child neglect issues. This study's findings suggest that kinship care options could help prevent severe forms of child neglect and prevent instances of child neglect at their onset. The study highlights the importance of culture and tradition when considering approaches to addressing neglect of children, which could be adapted to other cultures as it provides learning regarding where it is safe to have the extended family involved from the beginning where there is suspected neglect.
Child abuse allegations in the context of parental separation and divorce have long been seen as merely weapons fashioned by angry and vindictive parents involved in separation and divorce wars. They have been disregarded on the basis that they were unlikely to be real.However recent research from Australia and overseas has shown that this picture is not true. Child abuse in this context is real and it is serious. Moreover the research has shown that the socio-legal system does not serve children caught in this situation at all well.The Magellan program, a world first experimental program to overcome the problems for these children and their families as they progress through the socio-legal system, was introduced by a consortium of agencies in Victoria recently. This article reports on the program and its outcomes, and considers implications of some of the components of the new program for the various professionals working with this issue.
This paper draws upon the findings of an analysis of 16 child death reviews of children known to child protection services in Victoria, Australia. The purpose of the research was to assist in understanding the impact on children of the coexistence of the parental risk factors of mental health problems, family violence and substance abuse. The common coexistence of the three risk factors was identified by the Victorian Child Death Review Committee in its analysis of child death reviews conducted by the Office of the Child Safety Commissioner. The researchers analysed a group of review reports and interviewed and surveyed practitioners in a range of fields. Lessons from filicide research have been integrated into the findings identifying lessons for policy and practice, and the importance of multi-service collaboration. A framework for understanding different elements of sharing knowledge is presented.
