Climate-smart solutions and practices have the potential to contribute to the UN Sustainable Development Goals (SDGs) of achieving zero hunger; ensuring healthy lives and promoting the wellbeing of humans, animals, and plants; reducing ocean overharvesting and overfishing; tackling climate change; driving economic growth; and promoting innovation. Achieving these goals will require searching for, defining, and adopting the most effective and suitable scientific approach for studying synergies between often-opposing socioeconomic and environmental priorities. Developing a critical conceptual framework as a reading key for the SDGs’ interactions (theory building) and exploring the possibilities of upscaling successful climate-smart practices, with the case study offered by the SECURE project (theory testing) are the two methods adopted to answer the research hypothesis on the validity and scope of conceptual frameworks for complex systems. The paper concludes with a call for further testing of tools, approaches, and methods to enable dynamic systems thinking to inform upscaling efforts, while recognizing the transdisciplinary nature and complexity of the study of low-trophic marine resources as a constituent of food production, and environmental and health protection systems.
The present contribution explores aspects of good governance on the global dimension with participation as one of the key elements of a well-governed system, focusing on the Arctic Council's (AC) commitment to enhance indigenous peoples' participation in the environmental decision-making process. The paper starts with a reflection on the revolutionary impact that new technologies have had on legal reasoning over the last three decades. A new revolutionary way of thinking based on easier access to information and enhanced interaction has increased the connectivity and complexity of relationships between actors in the global arena, by improving opportunities for them to be part of the decisionmaking process. Part I, Section II provides a critical analysis of the global governance phenomenon. Global dynamics are analyzed from a historical perspective, from their origin in the communication realm to their application in administrative law. In Part I, Section III, the scrutiny shifts to the meaning of good governance and its core principles, in which participation plays the role of protagonist. Part II investigates the role of the Arctic Council through the lens of good governance tools, with particular focus on recognition of the "permanent participant" status of indigenous groups as an example on non-State actors' engagement in decisions regarding the environment. Propositions on possible ways to re-launch the Arctic Council's role as a platform for new forms of participation, peaceful resolution and environmental protection conclude the article.
The research investigates the problems and maps the solutions to the serious threat that plastics pose to the oceans, food safety, and human health, with more than eight million tons of plastic debris dumped in the sea every year. The aim of this study is to explore how to better improve the regulatory process of ocean plastics by integrating scientific results, regulatory strategies and action plans so as to limit the impact of plastics at sea. Adopting a problem-solving approach and identifying four areas of intervention enable the establishment of a regulatory framework from a multi-actor, multi-issue, and multi-level perspective. The research methodology consists of a two-pronged approach: 1. An analysis of the state-of-the-art definition of plastics, micro-, and nanoplastics (respectively, MPs and NPs), and 2. The identification and discussion of loopholes in the current regulation, suggesting key actions to be taken at a global, regional and national level. In particular, the study proposes a systemic integration of scientific and regulatory advancements towards the construction of an interconnected multi-tiered (MT) plastic governance framework. The milestones reached by the project SECURE at UiT - The Arctic University of Norway provide evidence of the strength of the theory of integration and rights-based approaches. The suggested model holds substantial significance for the fields of environmental protection, food security, food safety, and human health. This proposed MT plastic governance framework allows for the holistic and effective organization of complex information and scenarios concerning plastics regulation. Containing a clear definition of plastics, grounded on the precautionary principle, the MT plastic framework should provide detailed mitigation measures, with a clear indication of rights and duties, and in coordination with an effective reparatory justice system.
Our research addresses knowledge integration for the good governance of the environment and the oceans: (a) through a comprehensive legal, political science, and anthropological analysis; and (b) by providing an examination of crucial research foci and research gaps in the fields of environmental and marine governance, along the North–South divide. Our subsequent critical synopsis reveals how existing research within each discipline offers complementary insights for future research. We concludes with a call for further testing of tools, approaches, and methods to enable comprehensive research on the conceptualization of knowledge integration.
