Marhaeni Ria Siombo a ABSTRAK ada masyarakat Nusa Tenggara Timur dikenal beraneka macam tenunan yang sampai saat ini tetap ada, dan digunakan dalam aktivitas keseharian mereka. Corak dan warna yang mendekati warna alam dengan warna dasar gelap seperti hitam, coklat, merah hati dan biru tua, dengan tidak banyak variasi warna menjadi ciri khas tenunan Flores dan Timor. Hal ini karena para penenun kain menggunakan pewarna nabati, yang berasal dari tumbuh-tumbuhan, seperti mengkudu, tauk, kunyit dalam proses pewarnaan benang. Pewarnaan dengan menggunakan bahan-bahan zat pewarna berasal dari alam, limbah yang dihasilkan lebih ramah lingkungan. Tujuan penelitian ini adalah menggali nilainilai kearifan lokal dalam proses pembuatan tenun ikat Atambua, untuk diatur dalam regulasi pemerintah daerah. Metode observasi digunakan dalam mengamati proses pembuatan kain tenun. Salah satu cara mempertahankan kearifan lokal adalah melalui regulasi pemerintah, dalam bentuk Peraturan Daerah. Kata kunci: kearifan local; kain tenun; regulasi ABSTRACT he people of East Nusa Tenggara are known for their various types of woven materials which until now still exist, and are used in their daily activities. Shades and colors that are close to natural colors with dark base colors such as black, brown, red heart and dark blue, with not many color variations are characteristic of Flores and Timor woven. This is because fabric weavers use vegetable dyes, which come from plants, such as noni, tauk, turmeric in the process of coloring thread. Coloring using dyes derived from nature, the waste produced is more environmentally friendly. The purpose of this research is to explore the values of local wisdom in the process of making Atambua ikat, to be regulated in local government regulations. The observation method is used in observing the process of making woven fabrics. One way to maintain local wisdom is through government regulations, in the form of Regional Regulations.
The research purposively is to examine how the government actualizes the local wisdom that has been rooted in community -thus turning into a law that should be obeyed to overcome the human behavior to wisely act and behave in utilizing the natural resource. This is a research using a judicial-normative method that is descriptively conducted in which the primary data is gained through a direct observation supported by the interview to obtain information. AbstrakPenelitian ini mengkaji bagaimana pemerintah mengaktualisasikan kearifan lokal yang hidup dalam masyarakat sehingga menjadi hukum yang ditaati untuk mengatasi perilaku manusia agar bersikap dan berperilaku arif dalam memanfaatkan sumberdaya alam? Dengan Metode pendekatan yuridis normatif yang bersifat deskriptif dan data primer yang didapatkan melalui observasi langsung yang ditunjang dengan wawancara dilakukan untuk menggali informasi, dapat diperoleh kesimpulan bahwa, pada masyarakat daerah kantong (enclave) Lore Lindu terdapat prinsip-prinsip perilaku hidup yang dikategorikan 'kearifan lokal' atau Indegenous knowledge yang belum diaktualisasikan untuk memperkuat regulasi maupun kebijakan lain dalam mencegah dan meminimalkan kasus-kasus pelanggaran terhadap terjadinya kerusakan pada Taman Nasional Lore Lindu. Pemerintah daerah belum mampu memanfaatkan kearifan lokal masyarakat setempat dalam memperkuat kebijakan pemerintah daerah untuk mempertahankan dan memperkuat daerah penyangga pada Taman Nasional Lore Lindu yang kelak akan mencegah wilayah ini dari bencana alam.
The Dayak tribe is a native of Kalimantan's island, one of the large islands in Indonesia that has a large forest area. This study aims to determine the local wisdom of the Dayak tribe in managing forests to prevent forest fires to realize sustainable forest development. This research uses a descriptive method. The study was conducted on the Maanyan Dayak tribe in Muara Tewe, North Barito Regency, Central Kalimantan, Indonesia. Data was obtained employing observation, interviews. Focus group discussion and documentation. Data analysis using Triangulation Technique. Namely by collecting data, processing data, presenting data, and drawing conclusions. The study results show that the Dayak tribe has Local Wisdom, which provides guidelines for interacting with the forest. The Dayak tribe understands the relationship between humans and nature with a religious dimension that can be used to manage forests. This research is expected to be a material consideration for related parties to forest fire prevention by utilizing the local wisdom of the Dayak tribe.
