Purpose: The article analyzes the use of information technologies to increase the level of economic efficiency and trust in public administration in Ukraine. Design/Methodology/Approach: We use the concept of digital management for the purpose of integrated interaction of municipal and state structures with business, civil society institutions and the population. Findings: The conducted research concludes the active digital transformation of public administration in Ukraine. The following trends in the use of information technology are identified: the development of institutional support; the creation of analytical portals for ensuring public control; the level of accountability, transparency, accountability of the activity of civil servants; the implementation of e-government projects; the changing philosophy of development of electronic services. Practical Implications: The concept of state policy in the field of digital infrastructure was developed on the basis of a multi-stakeholder approach according to which the main purpose of the state bodies is to identify, prioritize, harmonize and satisfy the stakeholders. Originality/Value: In this article, we show the level of individual regions in Ukraine where there is uneven implementation and use of e-learning tools management.
Language and culture co-study issues have a permanent tendency to be interpreted from the view point of socio-cultural competence. In this regard, a foreign language teacher faces the problem of creating pedagogical conditions for the effective development of linguistic and socio-cultural competencies of students in order to acquire the ability to use a foreign language in the process of intercultural communication. As one of the ways to solve this problem, the authors of the article suggest using authentic proverbial material in the process of teaching a foreign language. The authors believe that the national culture and modern language trends are most fully and vividly manifested in the paremiological units of the language, which include Proverbs and anti-Proverbs. Their use at different stages of learning a foreign language will become an additional source of background knowledge about the country of a target language and contribute to the evaluation of students’ language and speaking skills. With the help of experimental and diagnostic training, the authors are trying to prove and justify the effectiveness of using authentic proverbial material in the process of teaching a foreign language to secondary school students of the 9th grade. The analysis of empirical data has shown that indicators of socio-cultural and linguistic competence development are the abilities of students to interpret adequately background information and use a set of language tools for intercultural communication. Participants of experimental diagnostic testing objectively improved the indicators of the level of training and demonstrated the abitity to use background knowledge fluently.
Purpose: Ensuring stable economic growth globally is impossible without the use of modern technologies in the economic development of the nations. After all, every year innovations penetrate more and more into all spheres of state and the society, which further identifies them as a key factor in international competition. Consequently, the need arises to develop innovative entrepreneurship within the country on the way to ensuring cross-border innovative cooperation. Therefore, the main purpose of this study is to determine the peculiarities of the development of innovative enterprise in Eastern Europe. Design/Methodology/Approach: This research is based on the statistical information provided on the official sites of statistical information, namely, the World Intellectual Property Organization, Organization for Economic Cooperation and Development, The Global Entrepreneurship and Development Institute on the development of innovative entrepreneurship for the countries of Eastern Europe in recent years. Findings: The results show that innovative entrepreneurship has an extremely large and new potential in Eastern Europe, which at the time of the study due to the peculiarities of historical and cultural development, is undiscovered. It creates a large gap in the pace of innovative entrepreneurship in these countries compared to other parts of Europe. Practical Implications: The study raises awareness of the pace of development of the digital economy and innovative entrepreneurship in Eastern Europe, practical mechanisms for the formation of innovative entrepreneurship, as well as further ways to stimulate its development. Originality/Value: The study emphasizes that the existing and new potential for innovative entrepreneurship is one of the driving forces of economic development in Eastern Europe, which will balance the existing disparities compared to other countries in the European region with the right incentives from government agencies and international institutions.
