This article identifies specific social characteristics in two wildland urban interface communities that may have significant impacts on the ability of those communities to adapt to wildfire. Researchers used a mixed-methods approach to triangulate results to identify potential views and motives surrounding three important behaviors and values related to crafting potential strategies to mitigate wildfire risk. The analysis of quantitative data in the form of responses to Likert-type questions and qualitative data in the form of responses to questions asked during focus group sessions yielded a deeper understanding of the way the terms independence and trust are conceptualized from one community to another. Understanding what these concepts mean in the context of a given community is essential to understanding how to move forward with strategies to reduce risk and eliminate potential barriers to doing so.
Study Implications
Two important social characteristics of wildland urban interface (WUI) communities are trust and independence. Trust and independence look different in different types of communities. The two terms also encapsulate a range of meanings that vary depending on local social context. Being able to identify what types of trust and independence are present in a particular WUI community can help practitioners craft wildfire risk reduction strategies that are most likely to be well received and successfully integrated into individual WUI communities. This article offers examples of how these characteristics manifest themselves in two different communities in the Pacific Northwest.
There is a growing recognition that the social diversity of communities at risk from wildland fire may necessitate divergent combinations of policies, programs and incentives that allow diverse populations to promote fire adapted communities (FACs). However, there have been few coordinated research efforts to explore the perceived utility and effectiveness of various options for FACs among residents, professionals, and local officials in disparate communities with different social contexts. The research presented here attempts to systematically explore the combination of local social factors that influence support for coordinated wildfire risk management across locations. We conducted 19 interactive focus groups across five communities spanning five Western U.S. states using a mixed-method design that allowed for the collection of quantitative and qualitative data. Results indicate a number of significant differences in effectiveness ratings for adaptation approaches across communities, including requirement of vegetation mitigations on private properties, fostering Firewise communities, and zoning efforts in fire-prone areas. We used qualitative data to help explain the differences between communities as a function of unique local social context operating in each location. We also compare our results with existing frameworks promoting community “archetypes” to evaluate their continued use in wildfire management planning or response.
As the need for wildfire adaptation for human populations in the wildland-urban interface (WUI) intensifies in the face of changes that have increased the number of wildfires that exceed 100 thousand acres, it is becoming more important to come to a better understanding of social complexity on the WUI landscape. It is just as important to further our understanding of the social characteristics of the individual human settlements that inhabit that landscape and attempt to craft strategies to improve wildfire adaptation that are commensurate with local values, management preferences, and local capabilities. The case study research presented in this article evaluates social characteristics present in a WUI community that faces extreme wildfire risk to both people and property. It explores social processes that impede the ability of community members to work together collectively to solve problems (e.g., wildfire risk) and offers an alternative perspective about the nature of residency status (i.e., full-time and non-full-time) and its role in influencing wildfire mitigation efforts. This article closes with recommendations intended to facilitate collective action and foster community development.
