What factors caused the persecution of minorities in premodern Europe? Using panel data consisting of 1,366 persecutions of Jews from 936 European cities between 1100 and 1800, we test whether persecutions were more likely following colder growing seasons. A one standard deviation decrease in growing season temperature in the previous five-year period increased the probability of a persecution by between 1 and 1.5 percentage points (relative to a baseline of 2 %). This effect was strongest in weak states and with poor quality soil. The long-run decline in persecutions was partly attributable to greater market integration and state capacity.
In this paper we study the Black Death persecutions (1347)(1348)(1349)(1350)(1351)(1352) against Jews in order to shed light on the factors determining when a minority group will face persecution.We develop a theoretical framework which predicts that negative shocks increase the likelihood that minorities are scapegoated and persecuted. By contrast, as the shocks become more severe, persecution probability may actually decrease if there are economic complementarities between the majority and minority groups. We compile citylevel data on Black Death mortality and Jewish persecution. At an aggregate level we find that scapegoating led to an increase in the baseline probability of a persecution.However, at the city-level, locations which experienced higher plague mortality rates were less likely to engage in persecutions. Furthermore, persecutions were more likely in cities with a history of antisemitism (consistent with scapegoating) and less likely in cities where Jews played an important economic role (consistent with inter-group complementarities).
This paper explores the institutional determinants of persecution by studying the intensity of the Black Death pogroms in the Holy Roman Empire. Political fragmentation exacerbated competition for the rents generated by Jewish moneylending. This competition made Jewish communities vulnerable during periods of crisis. We test this hypothesis using data on the intensity of pogroms. In line with our model, we find that communities governed by Archbishoprics, Bishoprics, and Imperial Free Cities experienced more intense and violent persecutions than did those governed by the emperor or by secular princes. We discuss the implications that this has for the enforcement of the rule of law in weak states.
