The hypothesis that people with more financial literacy make better financial decisions and show positive financial behaviors is crucial for more than one stakeholder. A weak connection between financial literacy and financial behaviors jeopardizes the opportunity to invest in financial education and to develop a consumer protection framework based on the chance to develop aware and responsible financial consumers. This study uses data from different countries (Germany, France, Italy, Sweden, the UK), using surveys devised and fielded specifically to measure financial literacy and in order to assess if the availability of a broad set of items on financial literacy allows to develop new measures of financial literacy to better understand the relationship between financial literacy and financial behaviors. The well-established Lusardi–Mitchell questions are compared with measures that differ in terms of number of items (the “50-items” index), range of topics (the “5-specific” index), or selection process of the items (the “unbiased” index). Results support the hypothesis that the Lusardi–Mitchell questions remain a good measure in a first-step analysis, but a deeper understanding of the connection between financial literacy and financial behaviors benefits from the measures proposed in the study, that should be considered as additional assessment tools in financial literacy research.
Zusammenfassung: Um die Notwendigkeit und den Umfang einer ergänzenden Altersvorsorge abschätzen zu können, sind im Rahmen der Vorsorgeplanung insbesondere detaillierte Informationen zu den erworbenen Rentenanwartschaften und zur voraussichtlichen Höhe der zukünftigen Rente aus der Gesetzlichen Rentenversicherung relevant. Diese stellt seit 2004 die gesetzliche Renteninformation bereit. Eine empirische Analyse mit SAVE 2011-Daten zeigt, dass das Wissen über den Erhalt des Schreibens zehn Jahre nach der Einführung weit verbreitet und die Renteninformation insgesamt bei den Empfängern gut etabliert ist. Bestimmte Personengruppen befassen sich allerdings insgesamt weniger damit oder lesen die Renteninformation gar nicht. Zudem lässt sich aus der Wahrnehmung der Informationen nur bei wenigen Personen eine Veränderung des Sparverhaltens beobachten. Summary: In the course of the ongoing debate regarding the critique of the German Riester pension the Swedish premium pension has often been referred to as a role model regarding potential amendments and reforms. The Swedish pension reform of 1998 has led to a reorganization towards a stratified scheme, consisting of a pay-as-you-go and a fully funded element. The mandatory implementation of the Swedish premium pension has proved to be the major difference in comparison to the voluntary German Riester pension. In addition, numerous differences between the two systems can be outlined, of which most are due to the differing methods of implementation in the countries old age provision systems. This paper evaluates the possibilities and limitations of a complete adoption of the Swedish premium pension (German premium pension) as well as a partial modification of the existing Riester scheme (Swedish-Riester). It becomes evident, that despite differences between the two schemes, the German Riester pension can in particular benefit from the Swedish premium pension with regard to transparent, coherent and consistent product information.
