Tujuan penelitian ini yaitu mengetahui faktor-faktor apa saja yang menyebabkan kendala pada saat kegiatan Ship To Ship (STS) di Nipah Transit Anchorage Area (NTAA). Penelitian ini dilaksanakan di Perusahaan Pelayaran saat Taruna melaksanakan praktek darat selama 11 bulan pada PT Adhigana Pratama Mulya dan satu bulan pada Kantor Kesyahbandaran dan Otoritas Pelabuhan Kelas I Tanjung Balai Karimun. Jenis penelitian ini adalah Deskriptif Kualitatif, yaitu data yang diperoleh berupa informasi-informasi pembahasan pada data keagenan kapal untuk kegiatan Ship To Ship (STS) yang diperoleh secara lisan maupun tulisan. Hasil penelitian menunjukkan bahwa Beberapa sertifikat kapal yang masa berlakunya telah habis dan harus diperbaharui dan kurangnyaa perawatan alat bongkar muat yang dilakukan oleh kru kapal.
This study aims to evaluate the implementation of drill and exercise at Pelindo III using the CIPP evaluation model.This research is an evaluative study using a qualitative descriptive approach. The data collection technique is done by using observation, interview and documentation methods. Analysis of data using a Flow Model with data reduction steps, data presentation, and drawing conclusions. The triangulation used is the source and method.The results showed that (1) evaluation of the context was good, due to the existence of a legal basis for implementation as required, the purpose of the drill, and the clearness of the activity program, (2) the evaluation of the input was good, due to the existence of planning documents, communication models, resources, budgeting and aspects. good security, (3) evaluation of the process is good, due to support from management, briefings, recent implementation (4) evaluation of the product (product) is good, because after completing the activity, a debrief, reporting, and recording of documentation of activities is carried out. The results of the drill and exercise evaluation at Pelindo III Surabaya using the CIPP evaluation model as a whole performed well, but still need some improvements related to organizing activities, choosing a safe place.
Undang-Undang Nomor 17 Tahun 2008 sebagaimana Pasal 235 tentang Pelayaran disebutkan bahwa otoritas pelabuhan, unit penyelenggara pelabuhan, badan usaha pelabuhan dan pengelola terminal khusus wajib menanggulangi pencemaran yang diakibatkan oleh pengoperasian pelabuhan dan bertanggung jawab menyediakan fasilitas penampungan limbah. Maksud penelitian ini untuk mengevaluasi seberapa jauh pemanfaatan Reception Facilities di pelabuhan Indonesia dilihat dari 5 aspek, yaitu legalitas, sarana, prasarana, SDM dan pengawasan kapal. Penelitian ini menggunakan analisis deskriptif kuantatif dengan pendekatan Importance Analysis dan Performance Analysis. Dari hasil penelitian dikemukakan bahwa di pelabuhan belum tersedia fasilitas penampungan limbah kapal sebagaimana mestinya, drum-drum yang berisi limbah kapal berupa oli diambil oleh perusahaan khusus yang mendapat ijin untuk mengambil limbah kapal, atau drum itu dibawa ke pangkalan sendiri untuk diolah maupun digunakan sendiri.
