The sustainable development of the city involves the solving of economic, environmental and social problems through the modernization of various spheres of the urban economy. The modernization of related and interrelated spheres of the city’s economy should be based on an integrated approach. The hospitality and public infrastructure are such spheres. Their relationship is due to both technical and technological features and the possibilities of achieving the goals of sustainable development of the city (the hospitality sector contributes to the growth of openness of the city and the life support and environmental sustainability of the city directly depends on the state and development of public infrastructure). The priorities of the modernization of public infrastructure and hospitality for sustainable development of the city have been determined. The condition of the public infrastructure and hospitality in cities of Ukraine was analyzed from the point of view of modernization for sustainable development. The experience of modernization of public infrastructure and hospitality in sustainable European cities (including improving energy efficiency, strengthening environmental safety, creating a barrier-free environment) has been studied. The technical, technological, financial and institutional features that determine the feasibility of modernizing the public infrastructure and hospitality based on the principles of an integrated approach have been determined. The recommendations of the mechanism of public-private partnership using in the implementation of projects for the modernization of public utilities infrastructure and hospitality of the city have been developed. The decision-making tools for managing resources have been proposed for the justification and implementation of a project to modernize public infrastructure and hospitality based on a comprehensive approach. The article has been devoted to solving the problems of sustainable development of the city in the socio-ecological and economic aspect considering the influence of the factor of industrial symbiosis. The characteristics of industrial symbiosis have been generalized and its role in solving the problems of industrial recycling, industrial ecology and sustainable development of the territory has been determined. The European experience of using the advantages of industrial symbiosis in the creation and development of eco-industrial parks has been analyzed. The institutional-legal and organizational-technological approaches to the use of the European experience of creating eco-industrial parks in Ukraine have been considered. The institutional and legal approach presupposes the legislative consolidation of the ecological component in the formation of industrial parks in Ukraine. The organizational and technological approach allows organizing an industrial symbiosis for the city's enterprises that produce, process and use industrial waste, like an eco-industrial park. As a result, local resources are saved, new jobs are created, and the environmental situation is improved. It is especially true for cities in which there is a critical situation with the processing of industrial waste and a high level of technogenic load is observed. Proposals have been developed for organizing industrial symbiosis between the city's enterprises as an eco-industrial park for the management of metallurgical waste - blast furnace slags. At the same time, it is necessary to ensure cooperation between producers (metallurgical enterprises), processors (enterprises of building materials) and consumers (enterprises of road facilities and urban construction enterprises), stimulation of entrepreneurship in the field of industrial waste processing, and the use of public-private partnership mechanisms. Cooperation depends on the consistency of production planning between metallurgical enterprises and related waste processing enterprises. Therefore, it is advisable to form a coordination center and use computer information resource management systems. Stimulating entrepreneurship in the field of services for the processing of industrial waste involves the establishment of benefits and preferences by local governments within the framework of their powers. When using the mechanisms of public-private partnership of enterprises within the framework of industrial symbiosis, it is necessary to ensure the optimal distribution of risks between the public and private partners, which should be the subject of further research.
Ukrainian industrial cities are characterized by a high level of technogenic load and pollution of the territory, which determines the priority of strengthening environmental safety in comparison with the other two components of sustainable development, ensuring social consensus and rational using of local resources. The environmental safety fortification actualizes the research of the processes of introducing of circular economy elements into production and restoration of urban territories which are occupied by industrial waste, i.e. solving the "recycling-revitalization" task in an industrial city. The general scientific and special methods of cognition have been used during the research. So, it allowed us to obtain the following results. The objective necessity and possibility of the "recycling-revitalization" task solving by Ukrainian industrial cities on the basis of the development and implementation of programs and projects, as well as the formation of eco-industrial parks has been substantiated. The experience of introducing of circular economy elements and ecological revitalization of the industrial cities’ territories in Europe and the United States has been analyzed including industrial symbiosis and powers in the environmental sphere of local governments. Three approaches to the management of industrial waste in the city have been considered: production-oriented, social-oriented, marketing-oriented. It has been determined that the production-oriented approach allows to form and implement of "recycling-revitalization" task solutions within the city. The organizational and economic solutions of "recycling-revitalization" task have been presented. The organizational solutions include coordinated interaction of enterprises of the city-forming, urban maintenance and urban planning sector in the management of industrial waste. Economic solutions to the “recycling-revitalization” task involve the using of three matrix models: a model of balanced resource allocation; assessing the impact of local indicators on the integral indicator of economic efficiency; model for accounting for uncertainty and risk factors. It has been argued that a socially-oriented and marketing-oriented approach to waste management in Ukrainian industrial cities presupposes concerted actions of participants at the regional and interregional level, which requires institutional and logistical support, which should be the subject of further research
The article explores the possible ways of managing ecological security of the city based on the use of economic methods and legal tools. It was determined that the urbanization has a negative impact on the environment. Therefore, it is necessary to make decisions on managing ecological security of the city. The management of city’s ecological security includes both functional (planning, organization, financing, coordination, control) and situational (decision-making to stabilize the environment in emergency and crisis situations) aspects. In this case, the corresponding economic methods and legal tools are used. They aim at motivating or forcing the economic entities to plan and finance environmental protection measures in the city. To do this, the methods of economic regulation (taxation, lending, subsidizing, provision of subsidies and benefits, imposition of fines) are used. The economic methods are included in the economic mechanism for managing the ecological security of the city. This mechanism is connected with the legal mechanism for regulating environmental protection activities in the city. The legal mechanism includes legal tools (legislative acts, industry regulations, decisions and orders made by local authorities) for managing environmental security. The choice of economic methods and legal tools depends much on internal and external factors, principles of distribution of responsibility for caused environmental damage, the need to coordinate the interests of the process actors with the management of ecological security of the city. To promote environmental safety in the city the environmental projects, environmental cooperation, and environmental entrepreneurship are of great importance. Their implementation and development are carried out using the economic methods and legal tools. At the same time, both the environmental assessment of projects and the assessment of social consequences of the decisions are made. Besides, the changes in the economic and legal regulation of economically safe development of the city also should be justified on economic grounds. The most important condition for this is the coherence of economic methods and legal tools. This coherence is possible due to the availability of information support, the development of which should become the subject of further research.
