ABSTRAKPada Maret 2019, Detasemen Khusus (Densus) 88 melakukan penangkapan terduga seorang teroris atas nama M Zulkifli atau Abu Arkam di Kabupaten Berau, Kalimantan Timur. Pelaku disebut terhubung dengan jaringan teroris Jamaah Ansharut Daulah (JAD) di Sibolga, Sumatera Utara. Penangkapan ini merupakan kasus terorisme pertama yang terjadi di Kabupaten Berau. Dalam laporan Karopenmas Mabes Polri, dikatakan bahwa Abu Arkam berencana menjadi pelaku tunggal (lone wolf) dalam melancarkan aksi-aksinya tanpa ada bantuan dari pihak lain. Abu Arkam diketahui telah menjalin komunikasi aktif dengan jaringan teroris Sibolga. Selain itu, Abu Arkam benar-benar memiliki keinginan sangat kuat untuk segera melakukan amaliyah dengan menargetkan aparat keamanan (polisi), bank, dan siapapun yang menjelek-jelekkan Islamic State of Iraq and Sham (ISIS). Berangkat dari peristiwa tersebut, penelitian ini bertujuan menganalisis bagaimana lone wolf terorism itu sendiri, kemudian apa yang menjadi keuntungannya, serta tantangan apa saja yang dihadapi oleh aparat keamanan khususnya di Kabupaten Berau dalam menghadapi lone wolf terorism.Kata Kunci: Terorisme, Lone Wolf Terorism, Aparat Keamanan, Jamaah Ansharut Daulah (JAD), Berau.ABSTRACIn March 2019, Detasemen Khusus (Densus) 88 made the suspected arrest of a terrorist on behalf of M Zulkifli or Abu Arkam in Berau Regency, East Kalimantan. The perpetrators are said to be connected to the Jamaah Ansharut Daulah (JAD) terrorist network in Sibolga, North Sumatra. The arrest was the first terrorism case to occur in Berau District. In the report Karopenmas Mabes Polri, it is said that Abu Arkam plans to be the lone wolf in launching his actions without any help from other parties. Abu Arkam is known to have established active communication with the Sibolga terrorist network. Besides, Abu Arkam has a very strong desire to immediately do amaliyah by targeting the security forces (police), banks, and anyone who vilify the Islamic State of Iraq and Sham (ISIS). Departing from the event, this study aims to analyze how lone wolf terrorism itself, then what is the advantage, as well as what challenges faced by the security forces, especially in Berau District in the face of lone wolf terrorism.Keywords: Terrorism, Lone Wolf Terrorism, Security Apparatus, Jamaah Ansharut Daulah (JAD), Berau.
This research uses a qualitative methodology by using inductive logic which tries to present new alternative thinking. This research explains a conflict management in Kampung Harapan Jaya, Berau Regency, East Kalimantan. Through discourse analysis, the study seeks to analyze the management of conflicts formed through both formal and informal approaches. The purpose of this research is to contribute to the theoretical realm while making new findings that can be translated into an alternative policy for the government in the context of conflict management in plural areas. The main finding of this research shows that the conflict in Kampung Harapan Jaya is managed through three approaches, namely the figure approach, the region governance approach, and the socio-economic interaction approach among the local community. The region’s governance approach leads to a negative peace situation. Meanwhile, the approach the informal interaction through socio-economic activities based on the local wisdom act has greater potential in creating positive peace situations. This research is important as a contribution to the issue of peace studies based on best practice research
