The United Nations (UN) Food Systems Summit held in September 2021 has left the world with a jumble of ideas and no clear path forward for transforming the world’s food systems. The Summit was touted as the ultimate place to provide the world with solutions – but it never clarified the problems with the dominant food systems leaving participants with no coherent or cohesive framework. Most distressingly, the Food Systems Summit did not put the COVID-19 pandemic and ensuing food crisis anywhere on its agenda. In this Policy Perspective, the author, the UN Special Rapporteur on the Right to Food, provides his first-hand account of the effects of the Summit not focusing on people’s immediate needs during a food crisis. The author briefly touches upon the Summit’s role in the global debate around meat consumption. This debate exemplifies how the Summit did very little to change the substance of global food debates. Instead, the Summit can be understood as an inter-corporate contest that did not have any substantive regard for social justice or human rights.
To many in the West, the League of Nations was to establish political peace between nations. To the Cuban sugar-producing elite of the 1920s and 1930s, however, the League was an important socioeconomic institution used to augment many of Cuba's first modern state institutions. This article explores how and why Cuban delegates were the principals behind the 1937 International Sugar Agreement -one of the League's few operational economic treaties. This treaty sheds light onto how actors from the so-called industrial core and agricultural periphery used international law, institutions, and practice to negotiate and renegotiate their relationship with each other.
Whoever benefits from a trade regime in effect gains power over significant aspects of different food systems. And yet the WTO still does not provide a coherent food policy and the 2021 UN Food Systems Summit made very little space for trade policy. The degree of international trade policy discord and supply chain fragility strongly suggests that there must be new international trade negotiations around fundamental questions of principle. Seeing little benefit in reforming the WTO, this article explains how the trade agenda for the right to food could focus on territorial markets and negotiating new types of treaties, International Food Agreements.
This book traces the changing meanings of free trade over the past century through three sugar treaties and their concomitant institutions. The 1902 Brussels Convention is an example of how free trade buttressed the British Empire. The 1937 International Sugar Agreement is a story of how a group of Cubans renegotiated their state's colonial relationship with the US through free trade doctrine and the League of Nations. And the study of the 1977 International Sugar Agreement maps the world of international trade law through a plethora of institutions such as the ITO, UNCTAD, GATT and international commodity agreements - all against the backdrop of competing Third World agendas. Through a legal study of free trade ideas, interests and institutions, this book highlights how the line between the state and market, domestic and international, and public and private is always a matter of contest.
