The theory of representative bureaucracy concerns whether bureaucracy mirrors the origins and values of the population and, if so, whether such representation makes any difference. This article extends Hindera's examination of active bureaucratic representation within the Equal Employment Opportunity Commission (EEOC) to determine the effect of introducing new goals (disability discrimination) and priorities (sexual harassment) on the EEOC's representational patterns. Using data from the late 1980s and late 1990s, we find the extent of active representation of African Americans declined. Although the EEOC is now pursuing more cases of sex discrimination, no evidence of active representation exists for women in EEOC district offices.
Since their establishment, city-level economic development corporations in Texas have grown in popularity as an ostensible means of providing for economic development. However, one knows little about the association between these economic development entities and the economic vitality of the areas they serve. Using a 2005-2006 survey of city leaders in Texas, along with Census data for 304 Texas cities, the authors investigate the association between the use of economic development corporations and the level of local unemployment. Results of the analysis indicate that economic development corporations have a reliable association with lower levels of unemployment; however, the activities of these entities matter. Lower levels of community employment are associated with activities that focus on industrial development. In contrast, the authors find no reliable relationship between the level of city unemployment and economic development corporations that engage in quality of life activities.
The viability of traditional economic development strategies has long been questioned by urban policy scholars; yet traditional strategies remain the norm among city leaders. Traditional concerns emphasize economic and business considerations at the expense of nontraditional community considerations such as quality of life. In this paper, we examine the conditions under which city leaders give weight to nontraditional community concerns when making economic development decisions. Our analysis of the results of a survey conducted of more than 200 leaders in over 150 Texas cities indicates that although traditional economic development concerns remain dominant, certain conditions may exist that allow or compel city leaders to give increased weight to non-traditional community considerations. Conditions revealed by our study include the socioeconomic status of Texas cities and the relative differences in leadership positions and professionalism among city leaders. The paper concludes with a discussion of how our study contributes to the literature about economic development policy and points to avenues for future research on the conditions under which decision-making strategies are pursued by city leaders.
Assessment is a necessary and critical component in process improvement. Moreover, there is a strong public expectation that because governance is a public good, it will incorporate demonstrable equitable and efficient processes. As a central tenet of New Public Management (NPM), a widely accepted approach to increase efficiency of public sector performance through the introduction of “business” practices, performance assessment has helped improve governance in general. However, employing assessment practices has been problematic at best in the realm of hazards preparedness and response. Notably, the fragmented nature of governance in the disaster response network, which spans both levels of government and public and private sectors, is not conducive to holistic evaluation. Similarly, the lack of clear goals, available funding, and trained evaluation personnel severely inhibit the ability to comprehensively assess performance in the management of natural hazards. Effective assessment in this area, that is evaluation that will significantly enhance hazard and vulnerability management in terms of mitigation, preparedness, and response, requires several distinct steps for effective implementation. This includes first understanding the dimensions of the natural hazards governance community and the assessment process. These are: (1) identifying the purpose of the review (formative—evaluation intending to improve processes or summative—evaluation intended for final examination of processes), (2) Identifying clear and concise goals for the program and ensuring these goals are consistent with federal, state, and local policy, and (3) identifying the underlying fragmentation between sectors, levels of governance, and disaster phase in the governance system. Based on these dimensions, the most effective assessments will be those that are incorporated within or developed from the actual governance system.
