Аннотация: Автор анализирует практику функционирования политической элиты со-временной России, феномен высокого рейтинга одного из ее акторов и кризис альтерна-тивных политических лидеров. В статье уделяется особое внимание имеющейся, в со-ответствии с Конституцией Российской Федерации, широте президентских полномочий. Отдельно рассматриваются особенности сложившегося и в целом закрытого для управля-емого общества закрытого процесса формирования российской политической элиты. По мнению автора, такой процесс осуществляется в форме отбора кандидатов узким кругом руководящих лиц по субъективным причинам, в связи с чем, политическая элита еще более обособляется от управляемого общества и поднимается на новый, недосягаемый уровень элитарности. Обращаясь к имеющейся практике президентских выборов в Рос-сии в период с начала 90-х гг. XX века до настоящего времени акцентируется внимание на стагнации оппозиционных политических сил, отсутствии политической конкуренции внутри крупных политических партий и их невысокой электоральной поддержки в виду существующего в стране политического абсентеизма. В статье автор рассматривает исто-рический контекст формирования элитных групп привилегированного меньшинства и об-ращает внимание на особенности «технократического парламентаризма», который при-сущ государствам с парламентской формой правления и не реализуем в настоящее время в России с ее сложившейся системой руководства органами государственной власти. В за-ключении особое внимание автора обращено на имеющейся в обществе политический абсентеизм, скрытый протестный потенциал и, как следствие этого, запрос на обновление политических элит, в особенности в рамках предстоящих выборов Президента Россий-ской Федерации в 2018 году, участия в них новых кандидатов. По мнению автора, учет такого социального запроса общества позволит купировать риски усиления деструктив-ной части экономической и региональной политической элиты, расширит возможности ротации политических элит, усилит роль институтов гражданского общества и приведет к воспроизводству авторитетных политических лидеров.Ключевые слова: политическая элита, политическая система, политические партии, поли-тическая власть, электоральные процессы
The article analyzes the features of the current youth policy of the Russian Federation aimed at raising the political culture. Despite the current activities of the government institutions in the field under study, absenteeism, as well as the protest potential of the young people, remains at a fairly high level. In this regard, the government acknowledged the importance of forming a positive image of the state power in the eyes of young people and strengthen its influence in the sphere of forming loyal associations, which is not always positively perceived among the youth. The work focuses on the fact that raising the loyalty of youth organizations is one of the factors of political stability, both in case of internal turbulence and external influence. The authors also focus on the beneficiaries of youth protests. The authors paid special attention to the issue of forming political leadership among the youth and the absence of leaders expressing the opinions of young people in modern Russian politics. At the same time, youth protest as a social phenomenon lack class and in some cases ideological differences. The authors come to the conclusion that despite the steps taken by the government and political parties to involve Russian youth in the political agenda, the young people reject leaders of youth opinion imposed by the authorities, either cultivating nonparticipation in the electoral campagines or demonstrating latent protest voting.
The author analyzes the policy of the Russian Federation in the sphere of external labour migration, reveals the peculiarity of formation of the Russian labor market for foreign workforce, focusing on its basic focus on the integration model of the Eurasian economic Union and the Commonwealth of independent States. The article discusses the scheme of formation of migration policy and identifies a number of problematic issues of management of external labour migration, which the author attributed the imperfection of the migration system and peculiarities of political processes in the post-Soviet space. According to the author, this approach is not conducive to quality development of external labour migration, however, is one way of lobbying foreign policy interests in the post-Soviet space. In turn, Central Asian autocrats are interested in the maximum outflow of the economically dissatisfied citizens to prevent anti-state speeches. The quality of the existing risks management of external labor migration indicates the potential of growth of popularity of right-wing political forces and destabilization of the Russian political system. Taking into account the need to balance national security interests and supported by loyal Russian foreign political elites, the author proposes to separate the management of migration on the field of law enforcement and socio-economic part, which requires a political decision of government institutions. Proposed dualism in the author’s opinion, will promote increase of efficiency of counteraction of illegal migration and activation mechanisms, presence on the labour market demand for migrants. As a tool of migration management, the author highlights the Institute of international agreements, the potential of which is currently used does not fully.
The article considers migration processes in the post-Soviet space, relative to the Russian Federation, as the main center of migration attraction. Empirical data are introduced into scientific circulation, characterizing some migration indicators in 2022 on the basis of which the features of external labor migration to Russia are revealed. The author analyzes quantitative and qualitative indicators of external migration on the basis of not only statistical data, but also regulatory legal acts, which makes it possible to determine the ratio of migration needs and migration challenges faced by Russian society, which generally negatively perceives the migration model implemented in the state. The conclusion proposes measures that allow, according to the author, to increase the effectiveness of the implemented state migration policy and reduce the conflict potential of external migration.
