Local self-government in modern Russia was revived in the early 1990s. The legislation then in force was aimed at separating local self-government from the system of state authorities and ensuring its autonomy. The independence of local self-government was also established by the 1993 Constitution of Russia. As a follow-up to the provisions of the Constitution, the Federal Law dated 06 Oct 2003 No. 131-FZ “On General Principles of the Organization of Local Self-Government in the Russian Federation” was adopted. The Federal Law initiated the reform of local self-government aimed at improving the efficiency of local self-government bodies as an independent level of the public power most closely associated with the population. However, the municipal power is now radically different from that created in those years. This is primarily preconditioned by the lack of the necessary amount of its own revenue necessary to enable the municipal power to exercise its authority independently. The majority of municipalities need state assistance and interbudgetary transfers. The necessity to exercise control over the state budget spendings has led to the fact that the main trend in the development of local self-government in Russia was its integration into the vertical of public power. The legal crystallization of this process was carried out by amending the current legislation, especially the Federal Law No. 131-FZ dated 06 Oct 2003. The Constitutional Reform of 2020 has legitimized these changes.
Introduction. The legal order as the ordering of public relations on the basis of law is one of the main elements of the state. The problem of its provision was actualized during the Civil War. The presence of a firm legal order meant the stability of the government, and also directly influenced its support from the population, stability in the rear and success at the front. An important role in ensuring the protection of legal order, along with ordinary and emergency bodies, was played by the police. Methods and materials. With the help of historical-legal, systematic, formal-legal and comparative-legal methods, the analysis of written sources was carried out, among which the main attention was paid to legislation and other official acts of the authorities of state formations during the Civil War, works and memoirs of its participants, as well as scientific works devoted to the study of this period. Results. The article shows that the most radical changes in the organization of the police were carried out by the Soviet government. The flexibility of the leadership in matters of ideology (without affecting the foundations of Marxist doctrine and the construction of socialist statehood in the country) ensured the effectiveness of the activities of the Soviet law enforcement agencies and the significant contribution of the Soviet police to restoring elementary order and countering rampant crime on the territory of the RSFSR.
s a result of the constitutional reform of 2020, the mention that local self-government bodies can independently protect public order was deleted from part 1 of article 132 of the 1993 Constitution of Russia. Nevertheless, they are still involved in the exercise of the law enforcement function of the State. The activities of local governments in this area can be improved, including on the basis of domestic historical experience. In this regard, the process of creating councils as local authorities, and the peculiarities of their participation in the construction of the militia in the years of Civil War (1918–1920), is of significant interest. As a result of the study, it was concluded that from the moment of the establishment of Soviet power until the end of the active phase of the Civil War, the organization of local councils and militia, as well as their relations, underwent significant changes. The workers’ militia was independently created and maintained by local councils, as bodies of direct democracy of workers. In the future, the role of their executive committees increased significantly, which received significant powers in relation to the militia. In the conditions of the Civil War, the Soviet state was strengthened and the workers' and peasants' militia was centralized. The ability of local authorities to influence its organization and activities has been limited. During this time, the Soviet police turned from mass amateur organizations of workers created by local councils into a state paramilitary law enforcement body.
Currently, the digital transformation of a business is the main direction for increasing its efficiency, while for small businesses these processes are difficult to implement, since they occur separately, without an integrated approach. The relevance of the article is related to the need to identify problems and shortcomings in the functioning of the mechanism for the digital transformation of small businesses in order to formulate proposals and measures to eliminate them, to theoretically substantiate priority areas for the development of small businesses. As methods for writing the article, the systematization of the main tools for managing the processes of digital transformation of small businesses was used; generalization of the essence and content of the process of introducing digital technologies into entrepreneurial business processes, management processes. The results of the study include the fact that the article defines the concept of "mechanism of digital transformation of small businesses" and highlights its main elements. The main tasks and powers of the management regulating the process of digital transformation are analyzed. This article presents five key areas of digital transformation to help you plan for change.
