This study explores the institutional reasons for and logical mechanism of the Chinese government’s rapid positive results and major strategic achievements in coronavirus disease 2019 (COVID-19) pandemic prevention and control. Based on the ROST Content Mining System version 6.0 (ROST) and VOSviewer V1.6.1 (VOSviewer), we conduct an econometric visualization analysis of COVID-19 pandemic prevention and control policies to explore which strengths of Chinese political institutions have been brought into play by the Chinese government and how to systematically analyze the approaches by which these strengths support effective public governance. The findings show that: (1) “institutional strength”, “medical terminology”, “policy content”, “policy implementation object”, “policy implementation requirement”, and “policy-making and implementation actor” are the six groups of high-frequency keywords in prevention and control policies. (2) The occurrences, links, and total link strength of the seven Chinese institutional strength keywords are very high. These results mean that the Chinese government has made full use of its institutional strengths to prevent and control COVID-19. These findings indicate that institutional strengths are critical to public health crisis prevention and control. They also illustrate that institutional strength is the prerequisite and key factor for achieving effective governance in the policy process. Scientific policymaking, efficient policy implementation, and strict oversight are undeniably necessary for effective governance during public health crises.
China has declared that it will achieve carbon neutrality by 2060, and energy transition will play a primary role in this process. This transition will encourage leapfrog development in efforts to achieve carbon neutrality. However, energy transition is often accompanied by social risks and injustices, which can be effectively addressed only by incorporating a just energy transition (JET) into the policy process. In this paper, three policy dimensions (material compensation, livelihood maintenance, and social development) associated with 13 policies designed to promote a JET in China are categorized. In addition, the satisfaction of vulnerable groups with these policy approaches is evaluated according to the analytic hierarchy process (AHP) and via second-level fuzzy comprehensive assessment (FCA). The results of a satisfaction evaluation of 1,329 vulnerable people who have been laid off, forced to immigrate, fallen into energy poverty, had their rights and interests violated, etc., indicate that the overall satisfaction rate with a JET is 0.404 (the total values of “very satisfied” and “satisfied”), i.e., less than half. Accordingly, China still faces clear JET challenges and should rely on the collaborative promotion of four multi-responsible actors: the government, enterprises and trade unions, social organizations, and individuals. Only through this process can social resources be widely absorbed and mobilized to foster cross-boundary discussions and ensure that no vulnerable populations are left behind. This study thus enriches policy research on energy transition, providing an opportunity to expand the academic horizon of JET as a research field. Furthermore, this study may also inspire policymakers to pay more attention to JET, offering references for subsequent policy improvement.
This study is aimed at identifying the structure and traits of college counselors’ professional personality. Following existing methodology in conducting face-to-face and open-ended interviews, specialist evaluations, and a literature review, we develop a pilot test questionnaire measuring college counselors’ professional personality traits (79 questions) based on salient data collected from a random sample of 2372 university/college students across China. We also conduct explorative factor analysis and confirmatory factor analysis to construct the formal “scale for college counselors’ professional personality traits” (SCCPPT, 45 terms) using SPSS 20.0 and LISREL 8.80 software. The results show that this scale features a second-order, 5-factor structure covering the following five dimensions of professional personality: dutifulness, loyalty, affinity, dedication, and innovation. The findings indicate that the reliability (Cronbach’s alpha coefficient) of these five factors ranges from 0.741 to 0.952 and that their validity is supported. Identifying their professional personality enables college counselors to have a more sustainable career and promote the faster growth and higher quality development of students, and the SCCPPT can be used as a measurement tool, supporting research on college counselors’ professional personality. Thus, this study expands both the theoretical and practical literature concerning professional personality traits. It can also provide a novel perspective, which can help global educators understand Chinese higher education; it is also a reference with international implications for professional groups of student affair administrators or instructors.
