The growing threat of cybercrime poses significant challenges for police organizations. Due to the sophisticated methods used to commit cybercrime, the implementation and investigation of cybercrime have become more demanding and time-consuming. For the police to successfully investigate and punish acts of crime, it is necessary to know and understand the operations of the perpetrators. A qualitative research approach utilizing purposive sampling was adopted to explore the capacity of policing cybercrime in the study area. The findings collected through semi-structured interviews with eight key informants comprising of South African Police Service (SAPS) Crime Intelligence Unit officials suggest that there is a limited cybercrime investigative expertise within the specialized investigation units, coupled with the cyber-elements that are part of almost every traditional crime investigation today, has caused a significant increase in the workload of cybercrime investigative units. The study also found a lack of corporation amongst relevant role-players to boost internal cybercrime investigative resources, resulting in capacity challenges in keeping up with the workload. In addition, as the study showed, the lack of a clear legal framework makes it difficult to investigate and prosecute crimes committed with the Internet, as the authorities are forced to rely on the Criminal Procedure Law. The recommendations are presented as a potential step to developing educational packages and awareness programs to provide at-risk groups with effective mechanisms to protect themselves from cybercrime.
The South African Police Service (SAPS) Training College, Paarl is facing challenges to reward, motivate and ensure service delivery at the Academy. In any organisation, employees are working to provide service to both internal and external clients for this it is important to take care of employees because they are interacting with these clients. Thus, a cardinal question is how can organisations retain and motivate employees in order to offer a quality service to their clients? The aim of this study was to determine the influence between rewards, motivation and service quality at the SAPS Training College, Paarl. Semi-structured interviews with 10 managers and supervisors utilizing purposive sampling were conducted. The findings revealed that participants at the Training College, Paarl are motivated by only intrinsic as the morale is slow due to a lack of extrinsic factors with particular emphasis on pay or remuneration. Lack of recognition or perceived favouritism with the SAPS where rewards are not linked to performance was identified to be the best de-motivating factor for employees at the SAPS Training College, Paarl. The quality of academic services has a significant effect on the consumer behavior of customers, the students.
This study aims to determine any measures taken by the South African Police Service (SAPS) to create awareness about cybercrime among the youth in the selected policing areas in the Gauteng province. A qualitative research method was applied using semi-structured interviews to find the views of participants, of measures if any, to create youths' awareness in the area of cybercrime. A total of 37 participants comprised of 29 youths aged between 19 and 35 years, including an additional eight participants from the SAPS Crime Intelligence Unit who agreed to participate. Among these participants, there were 18 females and 19 males. The findings highlighted that there was a lack of awareness on the measures taken by the SAPS in educating the youth about the risks associated with cybercrime. The other challenges highlighted by the SAPS were a lack of capacity, resources, and training to increase the technical skills amongst the SAPS members to work effectively on cybercrime-related challenges, lack of collaboration among role players to respond adequately to cybercrime, and ineffective implementation of cybercrime policies, therefore, there was a lack of cybercrime-related campaigns. Based on the findings, five themes were explored in this study, including a lack of capacity, resources, and training to increase the technical skills amongst the SAPS members to work effectively on cybercrime-related challenges, lack of collaboration among role players to respond adequately to cybercrime and ineffective implementation of cybercrime policies. The recommendations are provided as a potential step towards tailoring education packages and awareness programs to ensure at-risk groups are equipped with actionable mechanisms to protect themselves against cybercrimes.
