Problematic financing or often referred to as Non-Performed Financing is financing that has difficulty paying off, either due to lack of accuracy in the analysis of lending or due to economic conditions that experience instability which results in failure in most economic activities. The research conducted is examining the problematic financing whether it influences the decision-making of financing with various Islamic contracts, namely the mudharabah, musyarakah, Murabaha, salam, istishna, Ijarah, Qard, and Hiwalah agreements and examines the strategies carried out by the Shari'ah Commercial Bank to do handling the problematic financing.The study was conducted with quantitative and descriptive methods, with the results of the study that NPF In Mudharabah, Murabahah, and ijarah contract financing there is a positive relationship between the two variables, so it can be concluded that the increase in NPF does not affect the fund distribution policy with mudharabah agreements, because The contract positively increases, while the NPF for financing with Musyarakah, Istishna and qardh contracts has a negative relationship so it can be concluded that the NPF in financing with the Musharaka contract has a negative effect in the sense that the Shari'ah Commercial Bank in general distributing financing to customers is limited due NPF by paying attention to redline facilities, BUS only provides financing facilities for businesses that contain minimal risks. NPF in general, Sharia Commercial Banks do not really influence policies in financing distribution to customers with various financing agreements. The results of the regression determination analysis show that the percentage effect of NPF on financing distribution policies with mudharabah, musyarakah, Murabaha, Murabaha, istishna, ijarah, and qardh contracts in Islamic Commercial Banks is 33.8%, while the remaining 66.2% is influenced by variables others not formulated in this research model. The Normality Test results show that the NPF and Musyarakah contract financing is normally distributed while the Mudharabah, Murabahah, Istishna, Ijarah and Qardh variables are not normally distributed because the significance is lacking.The Sharia Commercial Bank in dealing with Non-Performed Financing issues generally refers to the MUI Sharia Board Fatwa, Bank Indonesia Regulations, and OJK Regulations, which are with rescheduling, reconditioning, restructuring and Write Off. This research is expected to be useful for stakeholders related to this research and for future researchers to be able to improve further research.
Construction has become a prominent research topic by many authors from different areas but not in the field of Islamic finance. In financing the infrastructure contractors, the banking industry might be faced with evaluating the overall infrastructure project or the capability of an infrastructure project themselves. Therefore, financing for the construction project or contractor is in a grey area. This paper aims to analyse the topic of study in academic articles authored by scholars about financing the infrastructure construction sector by Islamic banks, in particular infrastructure contractors. Many papers related to financing by Islamic banks discuss fiqh, law, and economic aspects. This is a systematic literature review and was conducted by screening three databases namely Scopus, Ebscohost, and ProQuest from 2001 to 2021. The search was initiated by using three combinations of keywords: Islamic banks, contractors, and infrastructure. The result found that there was a gap in the theoretical and practical knowledge of financing the contractors by Islamic banks. Many papers discuss construction financing using Islamic finance and banking for the full-phase construction segment rather than discussing the contractors.
In early 2020, news in Indonesia announced through many media channels that a new virus, COVID-19, had been found and spread in Wuhan province, China. Later on, a patient was found in Indonesia, in Depok near Jakarta and rapidly spread throughout Jakarta. Preliminary action was taken by the governor of Jakarta, by implementing the Movement Control Order (MCO) in Jakarta starting in mid-March 2020 for students extended to the suspension of economic activities of almost all sectors in Indonesia. Subsequently, only fifteen sectors of business are allowed to operate which some of them is the banking and construction sectors. The Indonesian government continues to carry out recovery, including giving the first vaccine to the president in January 2021. The question is, how has this COVID-19 pandemic situation affected the financing of Islamic banks towards the construction sector ? This study use online data from available reports such as Indonesian Bank statistics and construction industrial reports to help the researchers in discussing for responding the research questions. The finding revealed that Islamic banks’ financing to construction sector is better at this pandemic period. Abstrak Pada awal 2020, berita di Indonesia telah mengumumkan melalui banyak saluran media bahawa sejenis virus baharu iaitu COVID-19 telah ditemui dan tersebar di daerah Wuhan, China. Walaubagaimanapun kemudian, seorang pesakit telah ditemui di Indonesia iaitu di Depok dan dengan pantas telah merebak ke seluruh Jakarta. Tindakan awal telah diambil oleh gabenor Jakarta, dengan melaksanakan Perintah Kendali Pergerakan (PKP) di Jakarta bermula pada pertengahan Mac 2020 bagi pelajar dan kemudian dilanjutkan kepada penangguhan aktiviti-aktiviti ekonomi hampir keseluruhan sektor di Indonesia. Namun begitu, hanya lima belas sektor yang dibenarkan beroperasi dan salah satunya adalah sektor bank dan pembinaan. Kerajaan Indonesia terus melakukan pemulihan termasuk pemberian vaksin pertama diberikan kepada presiden pada Januari 2021. Persoalannya adalah, bagaimanakah situasi pandemik COVID-19 ini telah mempengaruhi pembiayaan bank-bank Islam terhadap sektor pembinaan? Kajian ini menggunakan data dalam talian daripada laporan sedia ada seperti statistik bank Indonesia dan laporan pembinaan industri bagi membantu membuat keputusan kepada penyelidik dalam membincang persoalan kajian. Ditemukan pembiayaan daripada Bank Islam bagi sektor pembinaan lebih baik dari tahun sebelumnya.
Pembangunan infrastruktur sangat penting dalam suatu negara. Presiden ketujuh kini sedang fokus meningkatkan sektor infrastruktur di Indonesia. Pada saat yang sama, pemerintah juga memfokuskan upaya untuk memajukan ekonomi syariah di Indonesia. Dalam lima tahun terakhir, anggaran belanja infrastruktur mengalami peningkatan yang sangat besar, dan pada saat yang bersamaan terdapat rencana untuk mengembangkan sektor ekonomi syariah. Kenaikan anggaran infrastruktur tampaknya tidak mengubah jumlah kontraktor dan tidak juga diikuti dengan jumlah pembiayaan dari bank syariah, dalam keadaan lain bank syariah di Indonesia dimiliki oleh bank konvensional sebanyak lebih dari 70%, indikator operasional pada bank syariah dan konvensional adalah berbeda. Tujuan artikel ini adalah untuk mengkaji pengaruh atas besarnya anggaran infrastruktur, jumlah kontraktor, jumlah kepemilikan saham bank konvensional pada bank syariah, biaya bagi hasil dan NPF terhadap jumlah pembiayaan sektor konstruksi pada bank syariah. Penelitian ini menggunakan metode kuantitatif. Hasil penelitian ini menemukan bahwa APBN, jumlah kontraktor, tingkat bagi hasil dan besaran NPF berpengaruh terhadap besaran pembiayaan namun besaran jumlah saham institusional tidak berpengaruh. Hasil kajian ini diharapkan dapat mendukung program pemerintah yang kini menjadi fokus perbaikan infrastruktur di bidang pembiayaan dari bank syariah.
