Response time is an important factor in fire operations. A continuous assessment of response time is crucial in order to monitor firefighters’ performance level. An initial assessment of fire response time was conducted for fire stations in categories A-D throughout Malaysia from 2018 to 2020. The categories were determined based on risk profiling scores. In this study, the mean response time and distance travelled for the selected fire stations were calculated. To measure the fire station’s performance, a 10 min standard response time was used as a benchmark. One-way analysis of variance (ANOVA) was also applied to statistically determine any significant differences between mean response time and mean distance travelled. Among the four categories, category C and D fire stations recorded high values for mean distance travelled and mean response time. Category C fire stations recorded the mean response time, at 15.1 min, and distance travelled, 20.1 km. The areas where category D fire stations are located have low population density, resulting in greater coverage for the stations. Most of the fire stations in this category had approximately 13.8 km travel distance with a mean response time of 17.9 min. Category C and D fire stations require a substantial amount of time to reach incident locations due to the low-quality road network and the local topography. A new profiling method for minimizing fire risk based on constant development in these areas might be necessary for future improvement. Additionally, new category C and D fire stations would meet the demands of expanding communities. It is important to note that establishing a demand zone in Malaysia with specific response time could give a better indication of firefighters’ performance in the future.
Purpose -The purpose of this paper is to investigate the buckling strength of simply supported plates with mechanical extension-twisting coupling. Bounds of the compression buckling strength are presented for a special sub-class of extension-twisting coupled laminate that is free from the thermal distortions that generally arise in this class of coupled laminate as a result of the high temperature curing process. These special laminates are generally referred to as hygro-thermally curvature-stable (HTCS). Design/methodology/approach -This paper gives an overview of the methodology for developing laminates with extension-twisting coupling properties, which are derived from a parent laminate with HTCS properties. A closed form buckling solution is applicable for this special class of coupled laminate, which facilitates an assessment of compression buckling strength performance for the entire laminate design space. Findings -Extension-twisting coupled laminates have potential applications in the design of aero-elastic compliant rotor blades, where the speed of the rotating blade, and the resulting centrifugal force, can be used to control blade twist. Extension-twisting coupling reduces the compression buckling performance of the blade, which represents an important static design constraint. However, the performance has been shown to be higher than competing designs with extension-shearing coupling in many cases. Originality/value -Bounds of the buckling curves have been presented for the entire HTCS laminate design space, possessing extension-twisting and shearing-bending coupling, in which the laminates contain standard ply angle orientations and up to 21 plies. These laminates can be manufactured without the undesirable thermal warping distortions that generally affect this class of coupled laminate, and in particular, those containing angle plies only; previously thought to be the only form of laminate design from which this particular type of mechanical coupling can be derived.
Response time is one of the important indicators in fire operations. It is crucial to have a continuous assessment of response time to monitor the performance level of the firefighter. This paper conducted the initial assessment of fire response time on selected fire stations from categories A, B, C and D throughout Malaysia from 2018 until 2020. A 10 minutes standard response time was used as a benchmark to evaluate the fire stations performance. Most of the fire stations show positive development in terms of average response time within the three years. The implementation of movement control order in 2020 has significantly reduced traffic congestion hence improving the average response time. Category C and D fire stations show a high average distance travelled and response time due to the local topographic. Constant development in these semi-rural areas might require a new risk profiling to minimise the fire risk. The new addition of fire stations in these areas will cater for the demand from the community.
