This paper is a result of research study about the impact of Corporate Social Responsibility (CSR) of oil and gas company in social welfare. This research specifically focus on communities in five villages around an oil and gas Joint Operating Body managed by Pertamina and Petrochina of East Java operating in Tuban Regency, East Java Province. The company performed CSR as required by Law No.22 Year 2001 on Oil and Gas which further elaborated by Special Task Force for Upstream Oil and Gas Business Activities' (SKK Migas) Regulation No. 017/PTK/III/2005 on Guidelines for Community Development. The research method is a qualitative and descriptive. The research found that the company's CSR implemented four programs which do not led to a good practice of community development. Many programs implemented did not align with community needs, lacking of transparency – which then led to misuse of fund, and no impact on affected communities' welfare. Poverty in natural resource rich area is a common phenomena known as as the 'resource course'. It is called a 'curse' as the natural resources were supposed to be a blessing for a prosper and prosperous community. However, the opposite is often happen. This resource curse is believed can be solved by many things, in which one of them, is the company's role through Corporate Social Responsibility (CSR). In order for CSR programs to work well, align with community needs and have a sustainable impact, then the management of CSR becomes an important thing to be pushed. Transparency and accountability of CSR programs are crucial points which required to be monitored by stakeholders. CSR is not a charity based on voluntary action, but an obligation that is the responsibility of the company as good mining practices.
The purpose of this research is to get deep meaning of policy implementation to improve quality of primary education teachers in Laos and Indonesia. Research locations are in the Ministry of Education in those both countries. This research used a qualitative approach with a multi-case study design. First, policy formulation consider the aspect of novelty and national education goals; second, policy dissemination of existing policies do after getting approval from parliament, as well as socialization is done to the department of education in each provinces and districts; third, policy implementation process is done by establishing a monitoring team to oversee that the policy can work well; fourth, monitoring and evaluation of the implementation is done periodically, at least every six months, and the results of the evaluation are reported to the Ministry; fifth, gaps in the policy implementation is because monitoring can not be run with maximum caused by geographical conditions and the weakness of the role of school supervisors; sixth, efforts to repair gaps in the implementation of policies to improve the quality primary school teachers is to make laws on the teacher, as well as to provide training to teachers and principals.
Konteks penelitian ini beraras pada tatakelola pemerintahan lokal yang digagas oleh Pemerintah Kabupaten Bojonegoro Bersama Masyarakat Sipil,untuk mendukung tatakelola pemerintahan lokal yang terbuka dan berkomitmen dalam keanggotaan OpenGovernment Indonesia(OGI) dan menjadi salah satu pilot project keterbukaan pemerintahan terbuka dari15 pemerintahan daerah lainnya di dunia.Sebagai subnational pioneers keterbukaan pemerintahan, Kabupaten Bojonegorotelah merumuskan dan menjalankan Rencana Aksi Daerah (RAD) sebagai berikut; Revolusi Data, Penguatan Akuntabilitas Pemerintah Desa, Peningkatan Transparansi sistem Anggaran Daerah, Penguatan Keterbukaan Dokumen Kontrak PengadaanBarang dan Jasa, danPeningkatan Kualitas Layanan Publik.Untuk mengetahui apakah implementasi rencana aksi berlangsung efektif, penelitian ini menggunakan pendekatan kualitatif-deskriptif. Peneliti menggunakan pendekatan teori kebijakan publik, dan implementasi kebijakan publik, peneliti memilih pendekatan yang digunakan oleh Ripley (Ripley & Franklin, 1986: 11) sebagai alat bantu mengukur implementasi kebijakan tersebut, yang mengacu pada “kepatuhan” dan pendekatan “faktual” dalam implementasi kebijakan. Temuan peneliti menunjukkanproses penyusunan RAD telah mengacu pada prinsip transparansi dan partisipatif sebagaimana prinsip OGP, namunkomitmen-komitmen dalam RAD belum sepenuhnya berjalan efektif seperti, One Data Bojonegoro sebagai komitmen Revolusi data belum terwujud, 369 Desa belum mentransparansikan APBDesa, Portal ABPD online tidak bisa diunduh, perbub open kontrak belum sepenuhnya berjalan. Peneliti merekomendasikan agar Pemerintah Kabupaten Bojonegoro memperluas partisipasi lebih luas dengan jaringan-jaringan NGo, Stakeholder dan memperkuat komitmen OPD yang menjadi penanggungjawab teknis RAD OGP. Perlu adanya jaminan keberlanjutan kebijakan dengan memasukkan RAD dalam perencanaan pembangunan daerah baik RPJMD, RKPD danAPBD, Serta diperkuat melalui peraturan daerah.Kata Kunci : Open Government Partnership, Transparansi, Partisipasi, Inovasi
As an effort to minimize the existence of problematic KUR financing, Bank Syariah Indonesia KCP implements risk mitigation. However, in implementing risk mitigation, KUR financing has not been effective, as evidenced by the existence of problematic financing in the KUR financing. The purpose of the study was to determine risk mitigation during the KUR financing procedure, to find out the mitigation of the causes of problematic KUR financing, and the solutions taken in dealing with problematic KUR financing. This study uses a qualitative approach with data collection through interviews and observations. Based on the results of the study, it was concluded that the risk mitigation of KUR financing procedures carried out by Bank Syariah Indonesia KCP Jombang Ploso was in the form of rating methods, financing portfolio management, collateral, cash flow monitoring, recovery management and insurance. Mitigation of risks to the causes of financing problems by training micro staff and providing rescheduling options. Meanwhile, the solution taken by Bank Syariah Indonesia KCP Jombang Ploso for KUR financing is problematic with rescheduling and execution. Abstrak: Sebagai upaya dalam meminamilisir adanya pembiayaan KUR bermasalah, Bank Syariah Indonesia KCP melakukan penerapan mitigasi risiko. Tetapi, dalam melakukan penerapan mitigasi risiko pembiayaan KUR belum efektif, dibuktikan dengan adanya pembiayaan yang bermasalah pada pembiayaan KUR tersebut. Tujuan dari penelitian adalah untuk mengetahui mitigasi risiko pada saat prosedur pembiayaan KUR, mengetahui mitigasi terhadap penyebab pembiayaan KUR bermasalah, dan solusi yang diambil dalam menangani pembiayaan KUR yang bermasalah. Penelitian ini menggunakan pendekatan kualitatif dengan Pengumpulan data melalui wawancara dan observasi. Berdasarkan hasil penelitian disimpulkan bahwa mitigasi risiko terhadap prosedur pembiayaan KUR yang dilakukan oleh Bank Syariah Indonesia KCP Jombang Ploso berupa metode pemeringkatan, manajemen portofolio pembiayaan, agunan, pengawasan arus kas, manajemen pemulihan dan asuransi. Mitigasi risiko terhadap penyebab pembiayaan bermasalah dengan pelatihan micro staff dan pemberian opsi rescheduling. Sedangkan solusi yang diambil oleh Bank Syariah Indonesia KCP Jombang Ploso terhadap pembiayaan KUR yang bermasalah dengan rescheduling dan eksekusi. This study seeks to explore the reception of the Koran in the Samong Village Community, Ulujami District, Pemalang Regency, Central Java. The approach in this study uses the phenomenology of Edmund Husserl. This research is a field study with the type of qualitative research, the results of this study conclude that the Samong community's Al-Qur'an Reception there are three receptions namely exegesis, aesthetics, and functional. The Qur'an is exegesis received by the Samong community, the indicator is the public's understanding of the Qur'an which is applied in daily behavior. The aesthetic reception of the Samong community is evidenced by the presence of accessories in the Samong community's house in the form of calligraphy and a prayer room in the Samong area. This is an understanding that the Koran is the holy book which contains aesthetic value. Functional reception of the Koran, understanding that the Koran has magical powers so that it is used as an instrument in mystical rituals
