ABSTRAKPemilihan Kepala Daerah (Pilkada) merupakan suatu hal yang penting dilakukan sebagai bentuk nyata dari menjalankan Demokrasi dan juga sebagai bentuk aktif masyarakat untuk membangun bangsa sesuai dengan harapan semua warga negara Indonesia. Dalam pelaksanaan Pilkada di tahun 2020 ini terdapat perbedaan yang terjadi dengan pelaksanaan Pilkada sebelumnya, yaitu kendala situasi pandemi Covid 19 yang terjadi. Hal ini membuat banyak sekali penyesuaian dan juga bahkan pertentangan yang dihadapi. Karena tantangan yang akan dihadapi untuk penyelenggaraan pilkada dengan langsung, umum, bebas, rahasia, jujur dan adil juga tidaklah mudah. Begitu pula dengan Pilkada yang akan dilaksanakan di Martapura, Kabupaten Banjar. Dimana pemilih tentunya diberikan kebebasan untuk menentukan pilihan untuk memimpin daerahnya meskipun sistem pilkada di masa pandemi ini dilakukan. Seperti yang sudah diketahui bersama bahwa pasukan pasangan calon bupati dan wakil bupati Kabupaten Banjar nomor urut 3, H. Rusli dan K.H.M. Fadhlan Asy’ari bisa dibilang cukup masif dalam kampanyenya, tetapi kurang menjangkau sampai benar-benar ke pelosok di mana masyarakat daerah pinggiran pun banyak yang tidak mengetahui mengenai siapa saja pasangan calon bupati dan wakil bupati Kabupaten Banjar. Jadi bisa dibilang kampanye mereka walau masif tapi belum benar-benar efektif.Pasangan calon Bupati dan Wakil Bupati nomor urut 3 Kabupaten Banjar yaitu H. Rusli dan KH. Fadhlan Asy’ari untuk strategi kampanye yang mereka lakukan bisa dibilang kurang maksimal. Hal ini terbukti dari hasil wawancara ke masyarakat dan wawancara ke pasangan calon memiliki perbedaan. Bisa dilihat salah satu strategi mereka yang mengkampanyekan 50 orang setiap pertemuan tatap muka dan menurut penjelasan mereka masyarakat terlihat antusias walaupun keadaan tidak mendukung protokol Covid-19. Pasangan ini mempunyai strategi tersembunyi dimana strategi tersebut tidak dipublikasikan. Jika dilihat keterkaitan dengan teori, maka Teori Empati dan Teori Homofili adalah teori yang pas apabila ditinjau dari kecenderungan pasangan calon H. Rusli dan KH. M. Fadhlan Asy’ari ini karena mereka memanfaatkan kesamaan masalah dengan masyarakat dan mereka mampu menyesuaikan diri dengan situasi dan kondisi yang ada di Kabupaten Banjar dan ini tercermin dalam visi dan misi pasangan calon ini serta ada di slogannya, yakni “BANJAR MANUNTUNG”.Kata Kunci: Pilkada Kabupaten Banjar, Komunikasi Politik, Covid-19, Strategi.Election of Regional Heads (Pilkada) is an important thing to do as a real form of running democracy and also as an active form of society to build the nation in accordance with the expectations of all Indonesian citizens. This makes a lot of adjustments as well as even contradictions. Because the challenges that will be faced in holding direct, general, free, secret, honest and fair elections are also not easy. Likewise with the Pilkada which will be held in Martapura, Banjar Regency. Where voters are certainly given the freedom to make choices to lead their regions even though the election system during this pandemic is carried out.As is well known, the pair of candidates for regent and deputy regent of Banjar Regency number 3, H. Rusli and K.H.M. Fadhlan Asy'ari can be said to be quite massive in his campaign, but does not reach really remote areas where many people in the suburbs do not know who the candidates for regent and deputy regent of Banjar Regency are. So you could say that their campaign, although massive, has not really been effective.The pair of candidates for Regent and Deputy Regent number 3 in Banjar Regency, namely H. Rusli and KH. Fadhlan Asy'ari for their campaign strategy is arguably less than optimal. This is evident from the results of interviews with the community and interviews with prospective pairs. It can be seen that one of their strategies is to campaign for 50 people in every face-to-face meeting and according to their explanation, the community looks enthusiastic even though the situation does not support the Covid-19 protocol. This pair has a hidden strategy where the strategy is not published. If it is related to the theory, then the Empathy Theory and the Homophile Theory are the right theories when viewed from the tendency of the candidate pair H. Rusli and KH. M. Fadhlan Asy'ari is because they take advantage of common problems with the community and they are able to adapt to the situation and conditions that exist in Banjar Regency and this is reflected in the vision and mission of this candidate pair as well as in its slogan, namely "BANJAR MANUNTUNG".Keywords: Election of Regional Heads, Banjar Regency, Political Communication, Covid-19, Strategy.
Pesantren merupakan satu diantara beberapa tempat pendidikan yang khas dan punya peranan penting di Indonesia. Tradisi pesantren mengutamakan penanaman kepribadian karakter dan sikap melalui hubungan kedekatan antara guru dan murid. Dengan intensitas dalam melaksanakan aktivitas tatap muka yang cenderung tinggi, tentu sebuah pondok pesantren harus dan telah melakukan pertimbangan yang matang terhadap kemungkinan risiko terburuk yang akan dihadapi dalam menghadapi Pandemi Covid-19 tempo hari. Maka dari itu perlunya pendekatan yang spesifik yakni pendekatan bersifat religius dan Komunikasi Dakwah yang efektif pada proses pembelajaran dalam pencegahan Covid-19 pada tahun 2020-2021 dalam Perspektif Religius yang ada di Kabupaten Banjar sebagai daerah yang religius dalam sudut pandang Agama Islam. Kandungan pesan dakwah yang disampaikan oleh guru-guru yang ada di Pondok Pesantren Darussalam Martapura Kalimantan Selatan tersebut yang cenderung menitikberatkan pada akidah, akhlak, syariah, dan muamalat. Hasil penelitian menunjukkan bahwa penanggulangan penyebaran Covid-19 di lingkungan pondok pesantren disini termasuk kepada santri dan santriwati serta alumni telah memberikan informasi terkait batas kerelaan atau kesanggupan karena tidak ada paksaan dan tekanan baik dari pondok pesantren maupun dari guru-guru. Namun hal yang diwajibkan adalah meningkatkan ketaqwaan serta selalu bersikap ‘Tawakal Alallah’ karena penyakit datangnya dari yang maha kuasa, maka sembuhnya juga dari yang maha kuasa. Selain Itu pihak Pondok Pesantren Darussalam Martapura Kalimantan Selatan juga memberikan peraturan lisan, bagi santri yang kurang enak badan, sakit, batuk/pilek dilarang masuk sekolah dan harus beristirahat di rumah saja dan memperbanyak zikir, ibadah serta murratal Al-Quran dan hafalan hadist. Kecanduan game online bisa dialami siapa saja, baik anak-anak, remaja, hingga orang dewasa. Padahal, bermain game bisa menjadi hal yang menyenangkan untuk mengatasi stres. Namun, jika dilakukan secara berlebihan, kebiasaan ini bisa berdampak buruk bagi penderitanya. Tujuan Penelitian ini adalah untuk mengetahui bagaimana motivasi dan perilaku pecandu game online Mobile Legends: Bang-Bang (MLBB) di Kecamatan Banjarmasin Utara Kota Banjarmasin. Penelitian ini menggunakan metode penelitian Deskriptif Kualitatif. Teknik Pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Hasil penelitian menyatakan motivasi bermain pecandu game online MLBB di dasari dengan 3 hal, yang pertama untuk memperoleh hubungan relasi pertemanan yang dianggap sepemikiran, kedua untuk meningkatkan keterampilan bermain agar bisa menjadi pemain Professional, dan terakhir untuk mengejar Rank Point dan MMR yang tinggi agar bisa disegani pemain lainnya serta memperoleh ketenaran dalam bermain game dengan menghasilkan konten-konten yang menarik. Perilaku komunikasi interpersonal pecandu game online MLBB pada umumnya terbilang kurang efektif dan masuk ke dalam sikap introvert karena kurangnya rasa ingin bersosialisasi dan tidak peduli dengan orang lain lingkungan disekitar. Untuk pecandu lainnya masuk ke dalam kategori sikap Ekstrovert, mereka cukup terbuka melakukan komunikasi interpersonal dengan orang dilingkungannya. In development planning, a village must have a plan that can be used as a reference in implementing the development of a village, both in terms of physical and non-physical development. In accordance with Article 4 of Permendagri No. 114/2014, village development plans are prepared in a time-framed manner including: Village Medium-Term Development Plans (RPJM Desa) for a period of 6 years; and the Village Annual Development Plan or the so-called Village Government Work Plan (RKP Desa), is an elaboration of the Village RPJM for a period of 1 (one) year and is stipulated by village regulations. The method used in the preparation of the Paku Village Medium-Term Development Plan to realize a disaster-responsive village is the method of discussion or exchanging ideas between village officials. The initial stage of preparation in the preparation of the Village RPJM to be able to realize a disaster-responsive nail village. The discussion stage for the preparation of the RPJMDes of Paku Village was carried out at the Paku Village Head's Office and assisted by the Head of the RPJMDes Preparation Team, namely Mr. Kusnadiansyah and the Paku Village Head discussing the disaster response village.
BUM Desa as a quasi-public organization needs a special strategy because BUM Desa is branded as a state-owned company at the village level which is still synonymous with ineffective and inefficient institutions. The purpose of this study is to see how the strategy of the existence of BUM Desa in the era of competition and economic and digital openness is required to be able to develop and increase competitiveness, especially in Paser Regency which is a candidate for the gateway to the new capital city of Indonesia. The research method used is descriptive qualitative by taking BUM Desa which has developed, and which is still in the basic stage. The results showed that the implementation of the BUM DESA program was mainly in two villages that had two different levels, namely Modang Village and Padang Jaya Village. This is because Capacity Development in the business world has been running in Padang Jaya Village, this is the basis for being substantially superior because the Padang Jaya village government prioritizes processes and trust in the community and local wisdom and is supported by high village income (PAD Desa) in the village. that prioritizes local culture or MSMEs from the community. Based on the assessment of the classification of BUMDes development in Paser Regency, Padang Village BUMDes are in the "Developing" BUMDes category or arguably the only BUMDes that have progressed in Paser Regency compared to BUMDes in Modang Village which are still in the "Basic" category. The results showed that the level of success of the BUM DESA program in community economic empowerment can be seen from the level of community participation, income levels of BUM DESA members and the level of community welfare. In addition, the implementation of the BUM DESA program in Modang Village and Padang Jaya Village in empowering business entities received an explanation of strengthening Individual Capacity, namely in 3 aspects including Personality capacity development where BUMDesa Padang Jaya got a superior personality capacity than BUMDesa Modang, then Capacity Development in the world work, so that Padang Jaya Village is substantially superior because the Padang Jaya village government prioritizes process and trust in the community and local wisdom and is supported by the high village income (PAD Desa) in the village based on the classification assessment of BUMDesa's development in Paser Regency, which is included in the BUMDesa category. “Developing” or arguably the only advanced BUMDesa in Paser Regency compared to BUMDesa in Modang Village which is still in the “Basic” category.
