Abstract. A research method of determining the clustering potential of the industrial complex of the region is proposed within the article. The main objective of the research is the development of a strategy of the formation and development of an innovative agroindustrial cluster of the region in the setting of decentralization of authoritative powers. In modern economic conditions, the search and application of new, adequate approaches to innovative development of agroindustrial enterprises is reasonably required. It is proved that the most significant form of the implementation of the agroindustrial enterprise potential is innovative clusters, which should be considered as economic subjects concentrated and technologically related on the geographical grounds and technologically new ones, which form territorial production complexes on a specific territory. It is substantiated that the policy of decentralization of authoritative powers is a significant catalyst for the cluster development, especially the agroindustrial production and economic recovery of many rural areas. This article studies the objective of intensification of the formation processed of innovative agroindustrial clusters in the regions of Ukraine. The block diagram showing the result estimation of clustering development of innovative agroindustrial enterprises of the region is proposed. A conceptual model of formation and development of innovative agroindustrial cluster of the region, which is based on structural modernization of economic space, solution of economic, social and ecological problems due to effective use of available areal resources, is developed. The article conducted a thorough analysis of contemporary works of scientists dedicated to the research of regional economic development through the functioning of the clusters. The presence of a large number of scientific achievements in the world and in Ukraine on these issues is revealed, which testifies to the complexity and multidimensionality of the studied clustering process and the relevance of its further research. Further study of European experience in the sphere of clustering in this article has revealed more than fifty-year interest and intensification of practical actions in the formation cluster principle of developing European economies.For a more thorough understanding of the mechanism of introduction and development of the cluster principle of different European countries, the article analyzed cluster experience in such ones as Italy, Austria, Denmark, Finland, France and their peculiarities. In particular, the driving factors and prerequisites of clustering are clarified; Measures, which contributed to the development of clusters, the concepts of clusters, features of the implementation and development of the cluster model, as well as the effects and results of clustering.In the paper separately the analysis of the industry trend of the clustering industry of Western European countries was carried out, on the basis of which conclusions are made that the cluster policy should be conducted in the spheres of activity that define the perspective The region's economic specialization and has a high potential for growth and competitiveness.Based on the European experience of the formation and development of cluster structures and peculiarities of the implementation of clustering processes and the state of functioning of industry in modern conditions in Ukraine in the article proposed conceptual scheme of construction Clustering of industry in the region, which consists in sequential implementation of such stages as conducting directly clustering taking into account the existing potential of the region, its innovation, investment and other resources; Development of strategy for the implementation of cluster initiatives; Monitoring, regulation and control over the cluster activities. At the same time, positive changes in the industry of the region, in our opinion, will positively influence the intensification of innovation and investment development, inter-regional ties, promising areas of activity, improving the level of competitiveness of products and services.
У сучасних глобалізаційних умовах головне завдання нашої держави на найближчу перспективу полягає в необхідності забезпечити реалізацію такої політики, яка б мотивувала активізацію просторового розвитку та формування конкурентних переваг, здатних забезпечити гідну участь у міжнародному поділі праці.Розглянуто окремі складові локалізації економічного простору країни в умовах децентралізації владних повноважень для прискорення інтеграції регіонів України у висококонкурентне європейське та світове співтовариство. Аргументовано, що інституціональне середовище має мотивувати виключно створення нових, високопродуктивних робочих місць як основи модернізації продуктивних сил. Децентралізація в умовах відсутності галузевого управління економікою має стати своєрідним каталізатором локалізації продуктивних сил і парадигмальним базисом модернізації економічного простору України.Доведено, що, базуючись на досвіді нових країн – членів ЄС, локалізація економічного простору регіонів України повинна орієнтуватися на нові форми територіальної організації господарства. Такими новітніми територіально-виробничими формами оптимізації регіональних господарських систем є технопарки, технополіси, бізнес-інкубатори, кластери, індустріальні парки, логістичні платформи, але всі вони не виступають у нашій державі локомотивом прискорення та структурних перетворень у регіональній економіці. Водночас наголошено, що для регіонів саме кластери можуть стати своєрідними центрами прискорення інновацій, на базі яких здійснюється структурна модернізація економічного простору, вирішуються економічні, соціальні та екологічні проблеми завдяки ефективному використанню наявних просторових ресурсів і створенню нових робочих місць.Запропоновано модель організації агропромислового кластера в умовах реальної територіальної громади. Віддаючи належне територіальним громадам як ключовій ланці державотворчого процесу, слід на інституціональному рівні досягти гармонізації місцевих, регіональних і загальнодержавних інтересів у сфері модернізації продуктивних сил з одночасним підвищенням рівня відповідальності органів місцевого самоврядування за ефективне використання наявних ресурсів з метою об’єктивної оцінки їх впливу на процеси активізації розвитку продуктивних сил на базовому рівні державотворчого ядра.
Some aspects and technologies of knowledge delivery during the COVID-19 pandemic and the full-scale military invasion of Ukraine by the Russian Federation, which led to the occupation of certain regions and the destruction of many educational institutions in the areas of active hostilities, are considered. Many children who left the territory of Ukraine with their parents have significant problems with online education. University applicants who stay in the temporarily occupied territories are forced to avoid the enemy’s common practice to Russify the educational process and impose their methodological narratives. Part of the teaching staff ceased their professional activities in domestic higher education institutions. Such difficulties in the educational process in Ukraine are related, in particular, to the inadequate access of potential users to the online environment, to the problems that have arisen in the activities of higher education institutions. In view of this, directions to address those issues in the process of educational activities digitalization are proposed, the dynamics of Ukraine population’s access to electronic and digital resources is analyzed, and a model of knowledge delivery to pupils and students during the pandemic and war is developed. The future requirements for education in the process of digitalization are detailed, and the challenges that the higher education institutions will face in the future are structured. The directions of development and application of artificial intelligence technologies in the educational sphere are substantiated. A three-component flowchart of the "road map" for progressive actions aimed at the implementation of artificial intelligence in the system of staff training by higher education institutions is proposed. The need for institutional improvement of higher education institutions activities, modernization of their technological resources is proved, the vectors of artificial intelligence development are proposed. The areas of neurotechnologies application and the ethical limits of their use are defined. The need to synchronize the actions of higher education institutions, stakeholders and users to achieve a synergistic effect of digitalization and the implementation of artificial intelligence in educational activities has been emphasized.
