The Central Committee of the CPSU at the meeting 16 September 1971 on improved training in economics for workers emphasized that in the present stage of Communist construction, with high rates of scientific and technical advance and qualitative changes in the economics of production and the type of labor, there is a constant demand for training in economics by the leaders of the broad masses of workers. This is an essential condition for raising the scientific level of management, improving initiative, activating the workers in industrial management, and achieving the program of national development laid down at the 24th session of the CPSU.The 5-year plan for the development of the national economy during [1971][1972][1973][1974][1975], formulated in accordance with the directives of the session, approved at the November Plenary Meeting of the Central Committee of the CPSU, and adopted at the 3rd session of the Supreme Soviet of the USSR. confronts power workers with big problems in the development of electric power by the construction of large thermal, hydroelectric, and nuclear power stations with a total capacity of 67,000 MW, raising electric generation to 1065 million MW 9 h by 1995, improving the reliability and economic operation of the power systems, improving the quality of these undertakings, and at the same time reducing the cost of construction work.
