The multilateral social dialogue mechanisms such as Economic and Social Council, have gained importance in Turkey's adaptation process to the EU, refers to a certain social group representatives become involved in the policy making processes of economic and social data. The Council enhances social dialogue and supports cooperation and reconciliation in public policy making. It has been regulated by circulars since 1995 and has gained legal status in 2001. In 2010, it has become a constitutional institution. The final amendment to the Council, which was last convened on February 5, 2009, was made with the Decree Law No. 703, and the President was given the authority to determine the working procedures and principles. Today the Council remains legal, but its activities have actually come to a halt. In the first part, social dialogue, which forms the intellectual foundations of the Economic and Social Council will be described and the process of public policy making and actors will be examined. The next section will focus on, the historical and intellectual development of the Council in the Turkish administrative structure. Finally, in line with the progress reports of the European Commission, basic problems will be examined and solutions will be discussed.
