Keberhasilan operasi dan pemeliharaan jaringan irigasi dipengaruhi oleh kinerja lembaga pengelola jaringan irigasi. Aspek ini menjadi tambahan beban capaian pengelolaan jaringan irigasi. Kajian ini bertujuan untuk mengidentifikasi faktor-faktor yang berpengaruh dalam meningkatkan efektivitas pengelolaan sistem jaringan irigasi. Kajian ini menggunakan metode deskriptif berdasarkan kerangka fishbone dan regresi linier berganda. Diagram fishbone digunakan untuk menemukan kemungkinan penyebab masalah dalam pengelolaan irigasi. Faktor-faktor penting dari diagram fishbone lantas dipertajam dengan metode analisis regresi linier berganda untuk mengetahui seberapa besar faktor tersebut mempengaruhi manfaat dari sistem irigasi. Variabel independen yang digunakan dalam regresi adalah: prasarana fisik, produktivitas tanaman, sarana penunjang, organisasi personalia, dokumentasi kegiatan dan kondisi kelembagaan. Data didapat dengan mengumpulkan informasi primer dan sekunder dari pengelola jaringan irigasi dan perkumpulan petani pemakai air di lapangan. Hasil penelitian menunjukkan bahwa faktor-faktor yang berpengaruh signifikan dalam meningkatkan efektivitas pengelolaan sistem jaringan irigasi adalah prasarana fisik, organisasi personalia dan sarana penunjang. Ke depan, perlu dibuat sistem yang dapat mengukur perubahan kapasitas pengelolaan terkait dengan operasional dan pemeliharaan (OP) dari waktu ke waktu.
Access to clean water and electricity is one of the sustainable development agendas being addressed worldwide. However, people living on small islands scattered throughout Indonesia still face difficulties in accessing clean water and electricity. In an effort to overcome this problem, the Indonesian government and other donors are building small-scale clean-water infrastructure in a number of these small islands. Other infrastructure, such as electricity supply, has also been developed in a number of places. The infrastructure framework for these works is directed toward community-based management efforts. However, various problems have emerged after the construction of these facilities. Instead of achieving increased community participation in their management, the opposite occurs. This article investigates this situation using a rapid survey of communities in Bintan Island and Kapo-Kapo Island in the Mandeh Waters area, and finds that the development of small-scale infrastructure has a different impact on the two regions observed. An elaboration of various field findings is presented in detail in this article.
