This paper examines the basic values of collaborative governance based on theoretical studies and empirical facts in an integrative manner. The starting point study of the relationship between stakeholders in each stage of public policy is increasingly complex. Based on this complexity, studies on governance also experience dynamics. The collaborative framework in governance provides a meaning that is more than just governance. Collaborative governance is a concept in public policy that has developed in the last few decades. In principle, the collaborative is different from the network as well as the partnership. There is an essential value attached to it. Henceforth, it becomes part of its characteristics. The basic values referred to are consensus orientation, collective leadership, multidirectional communication, and resource sharing. The four basic values are integrated into one integrated process in any collaborative governance action.
Several agencies in Wajo Regency are making various innovations to realize government wisdom in one agency, one innovation. One of the outstanding staff innovations in Wajo Regency is innovation from the Human Resources Development and Personnel Agency (BKPSDM), is SI-CAKEP application. This application is a new application but has been included in the Top 99 National Public Service of Innovations. SI-CAKEP application to realize quality public services. Therefore, the purpose of this research is to learn how to make an innovation that can be the only one in improving public services. The type of this research is qualitative approach using the type of descriptive research used by BKPSDM in innovating SI-CAKEP in Wajo Regency. The �indings of the research indicates that the presence of Mobile SI-CAKEP greatly helps the State Civil Apparatus in ful�illing staf�ing rights. The staf�ing rights that have been ful�illed through the application of SI-CAKEP are the State Civil Apparatus cannot replace the adequate place by opening the application and uploading the required �iles. The existence of the Mobile SI-CAKEP innovation is expected to be signi�icant towards staf�ing services
The tourism development of the Tongke-Tongke Mangrove Forest in Sinjai Regency, occurred because of internal inequalities that were difficult to resolve, stagnant direction of development, and limited management capacity, while the community's need for quality services was higher. So that an active movement is needed by actors to mobilize and organize development. The purpose of this study is to find out the collaborative process that occurs in achieving development in an effective, accountable, transparent and fulfilling public needs. This type of research uses a qualitative approach with descriptive research types. The results showed that the collaborative practice in the development of Tongke-Tongke mangrove forest tourism in Sinjai District was the best solution in responding to the limitations of each actor in coordinating with the Sinjai District's organizational units, creating participation and synergy of communicative, open actors and able to give rise to the trust and commitment of the actors to create common understanding in overcoming Tongke-Tongke development problems in mangrove forest tourism.
Collaboration is an approach and concept of managing public policy in Makassar, Indonesia. Recently, the municipality of Makassar has capitalized on the collaboration of local government agencies regarding public affairs to prevent issues of Adolescent Reproductive Health (ARH). ARH is a strategic issue for local government so that it is solved collaboratively. The collaborating governmental organization comprises the Department of Education, Health, Family Planning, and all of the Urban Villages. This research employed a qualitative method focusing on the analysis of collaborative phenomena of local government agencies in Generation Planning Program through Adolescent Counseling Information Center (ACIC) and Adolescent Families Development (AFD) in Makassar. Data were obtained and analyzed in an orderly and structured manner with general qualitative approach. Based on the field research, the local government agencies collaborate in two ways. The first collaboration deals with the sectoral term which is the involvement of the government agencies related to adolescent reproductive health policy. The second collaboration deals with the regional term including the involvement of the Sub-District and Urban Villages in Makassar as grassroots bureaucracy. Collaborative themes and relations are the main findings in this article. An interesting theme in the idea of collaboration is mutual interdependence, while an exciting theme in the implementation of collaborative action is joint interaction. Organizational relationships in collaboration between local government agencies are coordination, consolidation, consultation, and command. This study concluded that sectoral and regional collaboration is proper in bringing a solution to public health affairs that are very complex.
This study aimed to determine the participation of governance in empowering small and medium business actors in Pasangkayu District, North Mamuju Regency. The type of research was qualitative. The type of research was phenomenology. Data collection techniques were such as interview, observation, and documents. The result of this research was that participation in decision making had not been optimal because the training schedule was still limited. Participation in implementation, participation in benefid taking and participation in evaluation had not been maximized because there were still many communities receiving SME assistance that was not as expected. Internal factors ie human resources were running well because it could help people’s lives. External factors were such as facilities and infrastructure had not been realized because the SME assistance tool provided by the Office Koperindag misused by the community.
